MANDATES) On March 23, 1993 (M&C G-10099), the City Council approved the supplemental appropriation of $10,000,000.00 from the Water & Sewer Fund reserve into a Sewer Capital Projects Fund, in order to address remediate action required by the Environmental Protection Agency administrative orders. Specifically, the remediate action is focused on recurring overflows and backups from "fully depreciated" facilities. A preliminary list (by Council District) was presented to the City Council on March 8, 1993, in conjunction with Informal Report No. 7698. Informal Reports No. 7758 (September 14, 1993), and No. 7807 (March 22, 1994), provided an update on the status of this action plan. Half the time period has passed and 25% of the projects are actually completed. Slightly over 50% have'been awafded to consultants for design and the design phase is on schedule. However, some delays may occur due to the problems of obtaining easements. The Real Property Management Division is in the process of obtaining outside contracts for easement acquisition services. A brief financial review reveals a balance of$6,342,963 in the fund: Initial appropriation $10,000,000.00 Expenditures 2,418,639.00 Encumbrances (design cost) 1,238,398.00 Balance $ 6,342,963.00 Estimated construction costs for the remaining trenches projects and City constructed projects are $1,832,650, leaving an estimated balance of $4,510,313. It is estimated that construction costs for the consultant-designed projects will be over $5,000,000. A more detailed status report is attached. The staff 11 continue to provide periodic reports to the City Council on this project fund.
