INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7$66 C%-OTEqP�D '* r To the Mayor and Members of the City Council September 27, 1994 y873 Subject: Purchase Agreement for the Publication of City Notices and Display Advertisements Background The City Charter sets out guidelines for the letting of contracts for the official advertising for the city. These guidelines specify what criteria is to be used in awarding a contract on a specific bid. The charter states that "the council shall let the contracts for such official advertising to the lowest and best responsible bidder publishing a daily newspaper in the City of Fort Worth, which is a newspaper of general circulation, which newspaper has been published for at least two (2) consecutive years prior to the time of awarding of the contracts, and which newspaper meets all applicable requirements of state law for the publication of legal notices for the City of Fort worth; provided, that the Council may reject any and all bids, if found excessive, and advertise for new bids. " The Charter further states that official publications of the City "shall be made in the official newspaper" which is that newspaper that has been awarded the bid. The staff has completed a bid process for the publication of city notices and display advertisements for the upcoming fiscal year. Using the guidelines set forth in the Charter, it has been determined that contracting once more with The Fort Worth Star-Telegram will provide the best service at the lowest annual cost and, therefore, the staff recommends award of the contract to the Star-Telegram. Discussion In the current year, cost for contracting with The Fort Worth Star-Telegram for Official Notices, Display Ads and Personnel Notices will total approximately $68,062. The cost for these same services in FY 92-93 totaled over $100,000 when these services were provided through a combination of the Star-Telegram and the Commercial Recorder. The Commercial Recorder was awarded the contract in FY 92-93 based on a bid for the lowest rate per agate line on notices and lowest rate per column inch on display ads a ,, bid was for weekday publications only, since the Commercial Recorder does n weekend publications. For this reason, and because of federal regulations mand t' RECORD wide circulation of Public Notices, the-Star Telegram was still used as a service o wr in FY 92-93. The total circulation for the Commercial Recorder is 604 subscribe s i total circulation for the Star-Telegram (local edition only) is 153,236 subscr weekdays and Saturday, and 211,708 subscribers on Sunday. '�° °°°° This use of both entities created a situation in which the Star-Telegram's services were charged at premium rates rather than the lower rates offered under a bid contract. The use of both publications results in an overall higher cost to the City. Although increases exist in the Star-Telegram bid, these increases do not exceed 7%. Consequently, a 7% increase on the current year total cost projection of $68,062 would be $72,826 which would still be considerably below the cost associated with the dual services of the Commercial Recorder and Star-Telegram. Conclusion Considering all of the previously outlined factors, the Fart Worth Star-Telegram is being recommended to be awarded the purchase agreement for publication of city notices, personnel advertisements and display advertisements.
