HomeMy WebLinkAboutIR 7860 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7860 GNp,ATEgF6 To the Mayor and Members of the City Council August 30, 1994 XA Subject: McLEI,4ND TENNIS CENTER OPERATIONS 1873 On January 2, 1993, the City entered into a contract with Peter Brown, a certified tennis professional of the United States Professional Tennis Association, to manage and operate the McLeland Tennis Center. The contract provides for the contractor to assume all personnel costs and retain a decreasing part of the revenues. The City is to retain responsibility for designated supplies, utilities and outside maintenance of the center. The contract also requires that written approval be secured from the Parks and Community Services Director for all court fee adjustments with the contractor setting tournament, lesson and league fees. The City will receive a percentage of gross revenues from court use fees based on the schedule listed in the contract escalating from 0% in year 1 to 20% in year 5 (option year 2). The contractor has proposed that two changes be implemented to the current court rental fee policy. The first is to drop the resident and non-resident distinction in the fee structure. Equal rates for all players would eliminate the confusion and negativity that this distinction creates. The current non-resident fees of$2.50 (day) and$3.00 (night) would apply to all players regardless of residency. These rates are consistent with other publicly operated tennis facilities in Tarrant County. In addition, the contractor has proposed to institute a "pay as you play" Junior fee for non-organized play. Currently there is no Junior fee available, they pay at the same rate as adults. The contractor proposes to charge juniors (15 and under), a fee of$1.00 per player for one and one-half(1.5) hour court rentals during daytime hours throughout the year. The Parks and Community Services Department supports the contractor's request to implement the above proposed changes beginning October 1, 1994. Again the contract allows for the Park and Community Services Director to authorize fee adjustments, however, we wanted to inform you of this change, particularly with regard to dropping of the resident/non-resident distinction. Approval will be issued unless otherwise directed by the City Council.
