HomeMy WebLinkAboutIR 7855 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7855 u, C`,,PRTEpEb To the Mayor and Members of the City Council August 16, 1994 X Subject: 1873 PROPOSED REGIONAL HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENT BACKGROUND On January 25, 1994, the City Council approved M&C G-10527 which authorized the City Manager to submit a grant application to the Texas Natural Resource Conservation Commission (TNRCC) to assist the City in sponsoring two household hazardous waste collection events during 1994. On April 16, 1994, the City received written notification that it had been awarded $135,000 under this grant program. The first of the two collection events was held on April 30, 1994. Approximately 1,600 Fort Worth households participated, and the total cost was $153,824. Of this amount, $52,009 was paid from the grant and $101,815 came from revenue generated by the City's 50 cent Environmental Fee. An additional $3,613 of grant funds were used to promote the event and prepare public education materials. PROPOSED OCTOBER COLLECTION EVENT The Department of Environmental Management has scheduled the second 1994 collection event for Saturday, October 29. Tentative plans call for it to again be held at the Tandy Center Subway Parking Lot. Proposals have already been received from hazardous waste management firms, and awarding of the contract for the October event is anticipated in early September. As part of the TNRCC grant application, the City committed to offering other municipalities in Tarrant County the opportunity to participate in the second collection event. Including surrounding cities not only increases public awareness of the problem, but also establishes a foundation for possible regional participation in a permanent household hazardous waste program which will be required by the City's EPA Storm Water permit to be issued later this year. In support of this regional concept, the Department of Environmental Management prepared a proposal for a county-wide household hazardous waste collection event. This proposal was sent to the chief elected official and the chief administrative officer of every local government in Tarrant County. The basis of this proposal was that grant ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7855 "AAR To the Mayor and Members of the City Council August 16, 1994 Page 2 of 3 Subject: 1873 PROPOSED REGIONAL HOUSEHOLD HAZARDOUS WASTE COLLECTION EVENT funds would be used to hire a contractor and pay for certain non-disposal costs, but each participating city would be responsible for paying its share of non-grant funded expenses relative to waste brought by its residents. The staff designed the proposal to establish a maximum amount required from each participating city, which was based upon an estimated number of participating households from that entity multiplied by an estimated per household participation cost (See Attachment A). The sum of all maximum dollar amounts from participating cities would serve as the not to exceed amount in the contract with the hazardous waste contractor. Any committed funds not expended during the event would be refunded to the participating cities on a pro rata basis. The Department of Environmental Management has held two meetings with representatives of other Tarrant County cities interested in participating in the event. The following fourteen entities have expressed a continued interest in the October event: Arlington Euless North Richland Hills Southlake Benbrook Grapevine Pantego Tarrant County Burleson Haltom* City Richland Hills Colleyville Hurst River Oaks The City Attorney's Office has prepared an inter-local agreement which each participating city would be required to approve. This agreement includes a mutual indemnification, and also establishes each participating city's maximum share of the event's non-grant funded costs. The City of Fort Worth will assume no additional liability due to participation by other cities. September 1 has been set as the deadline for other cities to notify Fort Worth Whether or not they intend to participate. The City has identified the Tandy Center Subway Parking Lot as the primary collection site for the October 29 event, however, because of the large number of other interested cities, a possible satellite collection site within one of the other participating cities is being explored. Sufficient grant funds are available to cover all contractor set-up costs associated, with a satellite site, but other expenses such as traffic control and non- hazardous solid waste disposal would be borne by the host city. A final decision on implementation of a satellite site and its location will be dependent upon the final number and geographic location of other participating cities. Formal action by the City Council to approve the various inter-local agreements and award a contract to a hazardous waste disposal firm will be on the City Council's agenda sometime in early September.
