AMENDMENT No . 02
TO CITY SECRETARY CONTRACT No. 60188
WHEREAS, the City of Fort Worth (CITY) and AECOM Technical Services
Inc. (CONSULTANT) made and entered into City Secretary Contract No. 60188,
(the CONTRACT) which was authorized on the 8th day of August 2023 in the
amount of $ 2,700,000.00; and
WHEREAS, The CONTRACT was subsequently revised by Amendment Number 1 in
the amount of $550,000.00 which was authorized by M&C 24-0919 on the 151'
day of October 2024.
WHEREAS, the CONTRACT involves Professional services for the following
project:
Butler Place Access and Development Plan, CPN 103807; and
WHEREAS, it has become necessary to execute Amendment No. 02 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and CONSULTANT, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
professional services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $50,000.00. (See Attached Funding
Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $3,300,000.00.

All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

SCOPE OF WORK
I. FACTS/PURPOSE
The CITY is seeking to establish a community ambient air monitoring network. The network may
include existing monitoring sites as well as new monitoring locations identified and installed in the
future.
The CONSULTANT will provide a recommendation for a long-term COFW inclusive Air Quality
monitoring plan. The Consultant act to assist with this effort including a kickoff meeting, researching
future site selection and design, and delivery of a short -form report providing analysis of the
feasibility, and budgetary requirements of each potential monitoring site identified. The
CONSULTANT will utilize staff from their Houston, TX and Austin, TX offices to complete the project
tasks.
II. ADMINISTRATIVE REQUIREMENTS
Contract Amendments
The CONSULTANT may initiate a contract amendment relating to changes to the Scope of Work
of the CONTRACT by submitting a justification to the CITY Contract Coordinator. The CITY will
provide comments, deny, or approve the request. If approved, a contract amendment is initiated
by the CITY Contract Coordinator. The CONSULTANT will return the signed contract amendment
within 10 calendar days of receipt.
The CITY may initiate a contract amendment, as agreed by both parties, to account for changes
to the funding and/or Scope of Work of the CONTRACT. The CONSULTANT will return the signed
contract amendment within 10 calendar days of receipt.
Period of Work
The CONTRACT details work to be performed within the year 2025. Quarters are as follows.
• 1st quarter: January through March
• 2nd quarter: April through June
• 3rd quarter: July through September
• 4th quarter: October through December
Quality Assurance/Quality Control Assessments
The CITY reserves the right to assess the work performed by the CONSULTANT. Assessments may
include performance evaluation, inspection, surveillance, peer review, or audit and are expected
to be announced and coordinated with the CONSULTANT.

III. CITY RESPONSIBILITIES/DESIGNATION OF STAFF
The CITY will provide contract/project oversight.
The CITY will provide contract -related documents when requested by the CONSULTANT.
The CITY will review the CONSULTANT'S draft reports, routes the draft reports to the designated
Lead Quality Assurance Specialist, and provide review, comment, and quality assurance approval on
the CONSULTANT'S draft reports. The CITY will provide authorizing signatures when the reports are
approved.
The CITY will review and approve subcontractors used by the CONSULTANT.
The CITY will schedule and conduct periodic conference calls with the Performing Party to assess
project progress.
The CITY designates staff set out below to provide contract oversight:

• Julianne Ragland, Interim Senior Administrative Services Manager, 817-392-7251,

• Anthony Williams, Environmental Supervisor, 817-392-5462,
Anthony.Williams@fortworthtexas.gov, is the Air Quality Specialist and technical point -of -
contact.
Additional experienced CITY staff are available in the absence of those listed above. Contact
information for technical staff is available upon request.
IV. CONSULTANT RESPONSIBILITIES
Project Management
The CONSULTANT will designate a Project Manager who receives communications from the CITY,
manages the work being performed, and acts on behalf of the CONSULTANT as an authorized
representative.
The CONSULTANT is responsible for tracking, coordinating completion, and submission of
contract deliverables.
The CONSULTANT'S Project Manager will participate in periodic conference calls with the CITY
Contract Coordinator and coordinate participation of other CONSULTANT staff when requested
by the

CITY. Calls are scheduled as agreed upon by both parties.
The CONSULTANT will reply in writing to all CITY requests by set deadlines and respond promptly
to and comply with verbal and written guidance from the CITY Contract Coordinator.
Deliverables
The CONSULTANT must submit the deliverables listed in Section V. DESCRIPTION OF
DELIVERABLES and ensure the deliverables meet data quality objectives and are submitted on
time and in the manner described.
V. DESCRIPTION OF DELIVERABLES
1. Preliminary Meeting
The CONSULTANT will act to schedule and hold a project initiation meeting which will include
members of the CITY'S Environmental Services Department team as determined by the CITY'S
Contract Coordinator and the CONSULTANT project team. During the meeting, the CONSULTANT
will act to accomplish the following:
• Introduce the CONSULTANT Project Managers for the Houston Regional Monitoring
Network and the North Texas Commission (NTC) Monitoring Network programs, who will
both serve in an advisory role for this effort;
• Review and confirm the project objectives and overall motivation for establishing the
network;
• Review and confirm the project stakeholders; and
• Discuss potential funding available for project tasks.
This information will assist the CONSULTANT in creating an overall project design, including
target constituents to be monitored, monitoring locations, and number of monitoring sites for
the network.
2. Research for Site Selection and Design
The CONSULTANT team will act to perform research for site selection and project design. The
research will include:
• A review of the demographics of Tarrant County to identify areas with a high population
density;
• A review of historical prevailing wind directions; and
• A review of the locations of potentially high -emitting pollution sources.

Additionally, the research will identify:
• The locations of existing monitoring sites in Tarrant County operated by:
o The CITY;
o The Texas Commission on Environmental Quality; and
o The North Texas Commission.
• The locations of existing CITY and other local, regional, state, and federally -owned
properties which may best act as locations for deploying monitoring equipment.
The results of this task will be used to assist in determining:
• The appropriate number of monitoring sites to include in the network;
• The target constituents to be monitored;
• The best locations for deploying the monitoring sites; and
• How these aspects of the air monitoring network meet the goals identified in the kickoff
meeting.
3. Post -Research Debriefing
The CONSULTANT will act to schedule and hold a project debriefing meeting which will include
members of the CITY'S Environmental Services Department team as determined by the CITY'S
Contract Coordinator and the CONSULTANT project team. During the meeting, the CONSULTANT
will act to accomplish the following:
• Revisit the project objectives;
• Review the overall findings from the project research; and
• Discuss potential site locations, target constituents, and proposed instrumentation.
This information will assist the CONSULTANT in creating the final project feasibility report.
4. Feasibility Report
The CONSULTANT will act to analyze the results of the research task to create a project feasibility
report. The report will include:
• The CONSULTANT's recommendations for site locations;
• Target constituents to be monitored at each site;

• Proposed instrumentation to be deployed at each site; and
• The total number of recommended monitoring sites.
The report will also include:
• An analysis of the technical and logistical feasibility of each potential monitoring site;
• Best practices for data access (for both project stakeholders and the public); and
• Estimated budgetary requirements for each potential site.
VI. SCHEDULE OF DELIVERABLES
The CONSULTANT must provide the deliverables listed in Section V. DESCRIPTION OF DELIVERABLES
to the CITY in accordance with the following deadlines:
• Preliminary Meeting: (March 31, 2025);
• Research for Site Selection and Design: (June 30, 2025);
• Post -Research Debriefing: (August 31, 2025); and
• Feasibility Report: (September 30, 2025).
