This engineering agreement was.:ixiitiated in recognition of the rapidly expanding state and federal regulations and a concern for employee safety. Currently the water and wastewater laboratories are located in the administration buildings at the Rolling Hills Water Treatment Plant and the Village Creek Wastewater Treatment Plant. Additional laboratory equipment required to provide compliance testing has resulted in congestion at these two locations that may jeopardize the City's ability to maintain a state certified water and wastewater laboratory. Occupational safety improvements are also needed to continue operations at these locations. This project consists of a centralized laboratory facility that will. be located at the Rolling Hills Water Treatment Plant near the intersection of Campus Drive and Interstate 20 in south Fort Worth. This building has been designed to incorporate the full complement of testing procedures in a facility that is solely dedicated to laboratory support. Construction of the 16,,400 square foot facility will begin the fall of 1994 following advertisement of the project plans in the next sixty days. The construction phase of the project is approximately eighteen months. Functionally, the building is designed to maximize the efficiency of the work tasks of the laboratory technicians and computerized testing equipment. Separate heating., ventilating and air conditioning systems for the various laboratory service areas will prevent cross-contamination of samples and minimize health hazards for employees. This facility will comply with all air emission standards and industrial waste requirements. Redundant electrical services are already available to this site and all uniform fire code requirements will be addressed. The engineer also considered the amount of privatized laboratory services in the functional design of this building. The total estimated construction cost for this building is $2,986,555.00 Huitt-Zollars, Inc. (formerly Yandell and Hiller, Inc. ) has completed the design phase of the project and will assist us through the bidding and construction phase. DBE participation for the design phase has been calcu ate o be 26%. Bob Terre City Manager l ISSUED BY THE CITY MANAGER FORT WORTH,TEXAS
