HomeMy WebLinkAboutIR 25-0037INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 25-0037 AT� To the Mayor and Members of the City Council February 18, 2025 �s °ram° Page 1 of 2 � a �rrn f SUBJECT: PROPOSED COUNCIL INITIATED ZONING CHANGES FOR � CERTAIN KELLER ISD PROPERTIES TO COMMUNITY FACILITIES (CF) ZONING DISTRICT IN COUNCIL DISTRICTS 4,7 AND 10 On February 25t", the City Council will consider a resolution to initiate the rezoning process for 23 parcels owned by Keller Independent School District (KISD). Currently, the properties are zoned "AG" Agricultural, "A-7.5" One -Family, "A-5" One -Family, "AR" One -Family Restricted, "B" Two - Family, "CR" Low Density Multifamily, "E" Neighborhood Commercial, "G" Intensive Commercial and "I" Light Industrial. While schools are a permitted land use in all these zoning districts, councilmembers have requested that the properties be rezoned to "CF" Community Facilities District to more readily reflect the educational use and purpose for the property. The properties are located within Council Districts 4 (Charles Lauersdorf), 7 (Macy Hill) and 10 (Alan Blaylock). The purpose of the Community Facilities district is to accommodate those institutional and related uses that are established in response to health, safety, educational and welfare needs of a neighborhood, community or major sector of the City. The Future Land Use Map in the Comprehensive Plan designates 19 of the properties as Institutional, 2 of the properties as Single Family Residential, and 2 of the properties as Mixed Use. CF zoning is consistent with the Institutional land use designation for 18 of the properties. The remaining 4 are consistent with the following policy in the Comprehensive Plan for promoting orderly and sustainable growth: "Locate elementary schools, parks, and neighborhood commercial uses within walking distance of most homes to maximize walkable, bikeable, and transit connectivity with all surrounding residential areas." In accordance with the City Council's policy on Council initiated zoning changes, KISD has been notified of the proposed change.
