On August 31, 1993, City Council denied M&C C-13978 which was a request to
extend the term of City Secretary Contract No. 16746 with Staci's Jet Construction,
Inc. on a month-to-month basis beginning September 1, 1993 and ending October 31,
1993. In denying the request, the Department of Aviation assumed responsibility for
the management of the Oak Grove (Spinks Airport Eastside) area facilities at Spinks
Airport.. The Department of Aviation has been managing and maintaining the
properties on the Oak Grove area since September 1, 1993. The properties consist
of 43 acres with seventeen (17) commercial buildings and aircraft hangars with
associated ramp, taxiways, tiedowns, roadways, and parking lots.
At the time the City Council denied M&C C-13978, the staff was informed to report
back to City Council in six(6) months on the status of City management and
maintenance of the area.
The following priorities were established for maintenance items on the Spinks Airport
Eastside area with the assistance of the Spinks Tenants Association:
1. Drainage
2. Pavement repairs
3. Clean up
4. Electrical repairs
5. Roof repairs
6. Hangar door repairs
Since assuming control of the Oak Grove Area, the following items have been
accomplished by the Department of Aviation:
a. Clean up and rebuilding of drainage channels to ease immediate
flooding problems;
b. Initiated an engineering study to identify drainage needs for permanent
repairs;
C. Some pavement repairs have been accomplished to fix some of the more
critical areas. All pavement requirements were identified and
prioritized for repair as funds become available;

d. Some electrical repairs have been completed in-house;
e. Routine tenant facility maintenance requests have been
accomplished on a timely basis;
f. Maintenance requirements outlined in the Spinks Master Plan are
being programmed for funding in future fiscal years.
Attached for your information is a letter from the Spinks Tenant Association.
Based on the above information, City staff will continue to lease and manage the
buildings and hangars on the Eastside of Spinks Airport (formerly Oak Grove
Properties).

Re: Status Report, and Continuation of City Management of,
Spinks Airport East Side
Dear Mayor Granger, Council Members, and Advisory Board Members:
Since the termination of the Staci ' s contract last summer, the
Fort Worth Spinks Airport Tenant' s Association has worked closely
with the City Aviation Department and related other departments in
all aspects of operations, repairs and maintenance concerning the
East Side.
The purpose of this letter is to confirm that the Association
is pleased with the efforts and progress made by the City, and does
desire that the City continue with its management of the Airport ' s
East Side.

officers, should you have any questions or need any further
