AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNICIPAL AIRPORT CAPITAL PROJECTS
FUND, IN THE AMOUNT OF $600,000.00, TRANSFERRED FROM THE
MUNICIPAL AIRPORT FUND, FOR THE PURPOSE OF FUNDING THE
MEACHAM MAINTENANCE PROGRAMMABLE PROJECT (CITY PROJECT
NO. P00112); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airport Capital Projects Fund in the amount of $600,000.00, transferred from the Municipal
Airport fund, for the purpose of funding the Meacham Maintenance Programmable Project (City Project No.
P00112).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent j urisdiction, such decision, opinion or j udgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repeated.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Fund in an amount
of $600,000.00, from available net position, for the purpose of transferring to the Municipal Airport Capital Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Capital Projects Fund
in an amount of $600,000.00, transferred from the Municipal Airport Fund, for the purpose of funding the Meacham Maintenance
Programmable project (City Project No. P00112); and
3. Amend the Fiscal Year 2025 Adopted Budget and Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The Aviation Department is seeking City Council approval to appropriate $600,000.00 in the Municipal Airport Capital Projects Fund for the
Meacham Maintenance Programmable project (Project) at Fort Worth Meacham Intemational Airport (Airport). Funding moved in the amount of
$600,000.00 from available net position within the Municipal Airport Capital Projects Fund to be used for rehabilitation and replacement of the
Aviation Administration Building heating, ventilation, and air conditioner system (HVAC).
The current HVAC units are S years old, and their constant failure is costing the department thousands of dollars each year to repair and maintain
and impacting the safety and comfort of the Airport Administration Building visitors, tenants, and City of Fort Worth (CFW) staff. Replacing the
current HVAC system will allow for constant and uninterrupted work productivity, leading to optimal work performance and efficiency for both
tenants and CFW staff.
Funding is available for appropriation in the net position of the Municipal Airport Fund for the purpose of transferring to the Municipal Airport
Capital Projects Fund for the Meacham Maintenance Programmable project. The available beginning net position balance is $10,992,072.67, the
new balance will be $10,392,072,67.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
CAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Municipal Airport Fund and upon approval of the above
recommendation and adoption of the attached appropriation ordinance, funds will be available in the Municipal Airport Capital Proj Fund for the
Meacham Maintenance Programmable project. Prior to an expenditure being incurred, the Aviation Department has the responsibility of verifying
the availability of funds.
