HomeMy WebLinkAboutIR 7810 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 7810 &.RTER�o o* k To the Mayor and Members of the City Council March 22, 1994 Subject: DISTRIBUTION SYSTEM WATER QUALITY PROGRAM +rn There has been a regulatory requirement that dead--end water mains be flushed to protect water quality for several years . Recently the Safe Drinking Water Act provisions have provided for strict water quality control and monitoring, for both the water treatment processes and the water distribution systems . Water utilities are facing increased responsibilities to establish proactive distribution system water quality programs which include: 1) detailed sample siting plans approved by state regulatory agencies ; 2) monitoring and analysis for additional potential contaminants and water quality parameters ; 3) operational monitoring of storage facilities , which are utilized as the basis for operational control decisions ; and 4) preventive measures in the system to improve and protect water quality ( including flushing of mains and cross connection control) . Water quality efforts in the distribution system has been accomplished based on the use of available personnel who were temporarily assigned from their normal duties . The staff believes that a full time program must be established with responsibility for: �� • disinfection of distribution system repairs (main breaks , etc . ) in accordance with American Water Works Association , and State requirements • dechlorination of flushed water in accordance with the Clean Water Act and emerging storm water permit 3 regulations • investigation of system components and operations which may affect water quality within the distribution system • flushing in response to water quality complaints • systemati-c flushing of dead-end mains The Water Department Field Operations Division will transfer from current budgeted resources of $281 , 500 into a new Water Quality Section to establish this proactive program to comply with the current re ations .
