AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUND IN THE
AMOUNT OF $3,000.00 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF
FUNDING THE KICK-OFF EVENT FOR "CARE FOR COWTOWN AIR"; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be. increased estimated receipts and
appropriations in the Environmental Management Fund in the amount of $3,000.00 from available
funds for the purpose of funding the kick-ofF event for "Care for Cowtown Air".
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

ACCEPTANCE OF SPONSORSHIPS FOR "CARE FOR COWTOWN AIR" PROGRAM
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept $3,000 in cash sponsorships for the "Care for Cowtown Air"
program; and
2. Authorize the City Manager to accept donated services sponsorships valued in excess of $10,000;
and
3. Adopt the. attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the Environmental Management Fund by $3,000 to fund the kick-off event for
"Care for Cowtown Air."
DISCUSSION:
The "Care for Cowtown Air" program is designed to expand the City's air quality education campaign. by
increasing citizen awareness of ozone issues within Fort Worth. In the Fort Worth/Dallas area,
;:> < ~ approximately 60% of the ozone forming pollution is the result of vehicle emissions.
The "Care for Cowtown Air" kick-off event for the 2003 Ozone Season will be held Friday, April 25 from
11:00 a.m. - 2:30 p.m. in the Sundance Square parking lot bounded by Houston, Fourth, Fifth and
Throckmorton Streets. The event is designed .to attract downtown workers during the lunch hour to
increase their awareness of ozone issues and to make them aware of the .ways they can "Care for
Cowtown Air."
This year's event will focus on alternative transportation. Displays will highlight the many options
available. Whether citizens. like to walk, ride. a bike, or ride the Trinity Railway Express (TRE), the daily
choices citizens make have a tremendous impact on our.air quality.
Planned kick-off activities include several interactive displays such as a technician giving vehicle
maintenance tips, environmental education activities, display .booths, food booths and alternatively
fueled vehicles on display, and a "live" radio station broadcast. In addition, activities this year include a
FREE twelve-mile Clean Air Bike Rally that will ~ begin at the Clean Air Fair, wind its way along the
Trinity River, and conclude back at the Clean Air Fair site. The bike rally will begin at 11 a.m., rain or
shine. ~ .
Cash sponsorships .have been obtained from Bell Helicopter Textron ($1,000), Burlington Northern
Santa Fe Railroad ($1,000), and Green Mountain Energy Company ($1,000). The Fort Worth Star-
Telegram has agreed to provide the City free ad spaces valued at $10,000. The Coca-Cola Bottling
Company of North Texas will provide soft drinks at the event and bottled water for bike riders and event
staff. Stand-by medical services will provide emergency medical technicians on bicycles for the bike
rally.

The proposed program budget for the kick-off event and promotional and educational materials is
$15,930. Funding for the program will be a combination of donated funds, complimentary services, and .
the Education Division budget in the Environmental Management Fund.
FISCAL INFORMATION/CERTIFICATION:
The .Finance Director certifies that upon adoption of the attached appropriation ordinance, funds will be
available in the current operating budget, as appropriated, of the Environmental Management Fund.
The Environmental Management Department will be responsible for the collection and deposit of the
funds.
