SUBJECT: FY25 PAVEMENT MAINTENANCE PROGRAM UPDATE
The purpose of this Informal Report is to provide an update on the FY25 Pavement Maintenance
Program and a look ahead for potential needs in FY26.
BACKGROUND
In 2024, Transportation and Public Works provided a detailed analysis showing that the City's
pavement condition would continue to deteriorate without significant additional preventative
maintenance. Engineering models showed that, on average, the City should target increasing
street maintenance funds by $62M annually to slow the deterioration and reduce future
reconstruction needs. Figure 1 below shows the pavement condition score for City streets. In
general, the yellow streets represent a need for preventive maintenance or light rehabilitation,
and the red streets represent a need for heavy rehabilitation or complete reconstruction.

1FY25 PAVEMENT MAINTENANCE PROGRAM UPDATE
The City Council increased the pavement maintenance PayGo budget by $10AM in FY25,
bringing the total to $38.8M and allowing for an additional 33 lane miles of maintenance, bringing
the total annual maintenance to about 80 lane miles. The additional $10AM in maintenance
funding provides a high return on investment and is projected to save the City over $50M in future
reconstruction costs.
The FY25 PayGo pavement maintenance projects are shown below. The additional projects
resulting from the $10AM budget increase are highlighted in orange. The table includes a list of
streets included in each of the projects, specific timelines (start and scheduled completion of
projects), and the type of project (concrete restoration or asphalt resurfacing)
TPW successfully advertised all PayGo pavement maintenance FY25 projects by October 31,
2024. Construction commenced for most projects in January 2025 and early February 2025, with
one project beginning construction in March. The maintenance work includes concrete restoration
and asphalt resurfacing contracts across all City Council districts.

FY26 LOOK AHEAD
Poor road conditions negatively impact public safety, economic development, and the quality of
life of our citizens. The long-established funding deficit in the Pavement Maintenance Program
has and will continue to result in the reduction of the City's infrastructure life span and the
increase in funding needed for heavy rehabilitation and reconstruction. It is imperative that the
momentum from the Council's FY25 $10AM budget increase be maintained in order to
systematically fund the pavement maintenance shortfall of $62M.
