The Lancaster Avenue/I-30 Alignment project was approved by the City Council on
January 3, 1995. A letter was sent to TxDOT by former Mayor Kay Granger
concerning the alignment changes desired by the City (copy of Informal Report#7884
and letter is attached). Under the agreement with TxDOT, the City is responsible for
purchasing the right-of-way at the southeast corner and the northeast corner of the
Henderson/Lancaster intersection. The purchase will involve the acquisition of two
parcels of property (0.4 and 0.05 acres) which were not included in the original design.
The two parcels are required to construct an off ramp in conjunction with this project.
The ramp is needed to provide access to the west side of the Central Business District
from I-30. The location of the ramp was selected to improve traffic flow and safety
along Lancaster Avenue. The ramp location preserves the opportunity to make
substantial improvements along Lancaster Avenue once the I-30 overhead structure
is removed by TxDOT.
Schedule of Lancaster Avenue/I-30 Alignment
TxDOT has indicated the two parcels of property must be acquired at this time in order
for the project to be bid for construction according to the current schedule of January
2000.
Appraisal of Two Parcels of Property
Real Property Management has completed an appraisal of the two parcels of property.
The total appraised value of the two parcels is $1,084,000. Staff is proceeding with the
purchase of the property at this time to ensure compliance with TxDOT's construction
schedule for the project. At the time the agreement was approved by City Council,
funds were set aside in our surplus pre-1986 band funds for this purchase. TxDOT has
requested City to purchase this property at this time.

Subject: LANCASTER AVENUE - 1-30 ALTERNATE PLAN

During the summer of this year, the Transportation and Public Works Department contracted with
Turner, Collie, & Braden (TCB)to prepare an alternate plan for realigning Lancaster thru the I-30
ramps into the west side of the Central Business District(CBD). City staff believed certain changes
were desirable if our vision of improving the Lancaster corridor thru the CBD was to be
accomplished consistent with the expressed desires of the I-30d ancaster Urban Design Committee
and the Intermodal Steering Transportation Committee. This item is on your agenda and the
consultant will be present to discuss the alternate plan.
The alternate plan offers a number of improvements to the currently approved plan, including the
total reconstruction of Lancaster from Henderson to Lamar Streets. The plan also establishes a
revised median width for Lancaster providing for expanded parkways along the street to be utilized
in the urban design and landscaping plan. Adoption of these changes is consistent with the direction
the City is going concerning the enhancement of the Lancaster corridor within the CBD area.
Two letters of support for the alternate plan from the I-30/I..ancaster Urban Design Committee and
the Intennodal Transportation Steering Committee are attached Both committees have reviewed
and endorsed the new plan. In addition,the Texas Department of7ransportation(TexDOT) staff
° concurs with the changes but needs an official request from the City to get the ball rolling.
If the State adopts this.alternate plan based on our recommendation, we would be in a position to
begin moving forward with the preliminary design of Lancaster ihru the balance of the CBD. Funds
for this,design work were included in the 1993 CIF.
The alternate plan through the 1-30 interchange will require the City to purchase two parcels of
property(0.4 and 0.05 Acres). However, the plan also returns 1.76 acres to private gr public use.
Miscellaneous property acquisition funds are available.in the CIP to obtain the necessary two
parcels.
City Council concurrence is requested for the recommended alternate plan.
Attached is a letter from the Mayor to TexDOT supporting the alternative plan and requesting
Tex.DOT make the changes as part of the I-30 project. Once signed, this letter will act as the City's
official request to the State for their concurrence. Since TexDOTs engineering consultant is already
working on final engineering plans for this phase of the 1-30 project, it is important this be handled
uickly as possible. .

Thank you for working with the City of Fort Worth and allowing us to conduct a
feasibility study on a Lancaster Avenue realignment through the I-30 ramps.
connecting to the CBD. We have reviewed the alternate plan and strongly support
these changes. The revised layout prepared by Turner-Collie-Braden,Inc.,offer not
only substantial improvements for the.alignment of Lancaster but also enhanced
features for the freeway's ramp design. These revisions keep open the opportunity
for the City's vision to make substantial improvements to the Lancaster Street
Corridor upon the removal of the 1-30 overhead structure.
The selection of this revised plan by the State will allow the City to proceed with
preliminary design of the balance of Lancaster Avenue in the CBD area. It will also
establish a base to begin coordination of the many ongoing projects involving the
Lancaster Corridor.
We understand that the acquisition of two parcels of property near Henderson and
Lancaster not included in the original design will be required by the City to
accomplish this alternate plan, but we feel that the benefits of reconstructing
Lancaster from Henderson to Lamar, as well as creating opportunities for
redevelopment in this area, will far outweigh those costs.
We would hope for your concurrence and commitment to this plan so that we can
begin moving forward with the activities to make this happen. Thanks again for
your efforts and understanding on these changes to the I-30 Project.
