RECIPROCAL BORROWING AGREEMENTS AND LIBRARY NON-RESIDENT FEES
The Library has reciprocal borrowing agreements with Haltom City and Keller Public Libraries
as part of Interlocal Cooperation Agreements through which those cities purchase library
automation services from Fort Worth (Contract 19339, Keller and Contract 9463, Haltom City).
Those libraries' borrower records are part of a single database used to checkout materials, and
their materials appear on Fort Worth's online catalog terminals. The agreements allow Fort
Worth citizens to freely use and borrow from those libraries, and confers the same privileges to
their citizens.
Haltom City and Keller pay annual maintenance fees to support their automation and to
compensate Fort Worth for reciprocal borrowing, This last is necessary because Fort Worth is the
net-lender, i.e., lends more items to their users than Fort Worth citizens borrow from them.
It is also possible for a city to contract with Fort Worth to provide library ser-vices to their
residents using several different cost formulas depending upon the type and level of sel-vice
Ordinance No.9317, February 12, 1985 amended Chapter 40 of the City Code to establish a fee
schedule for non-resident user of the Fort Worth Public Library:

Ordinance 9529, December 12, 1985, authorized the Library to issue one year student non-
resident cards for a$30 annual fee; one-year non-resident card to volunteers who have donated
100 or more hours to the Library; and one-year card to monetary donors who have contributed
$500 or more.
M&C, G-6527, January 7, 1986, authorized the Library to issue a non-resident student library
card to any student age six and above who contributes eight or more hours in volunteer time to
the Library.
Ordinance 12059, July 18, 1995, authorized the Library to issue non-resident donor cards to
individuals who donate $100 or more to the Fort Worth Public Library, Fort Worth Public
Library Foundation or Friends of the Fort Worth Public Library valid for one year following the
receipt of the donation for each $100 donated, not to exceed more than five years at one time.
The attached brochure describing these options is available at all Library facilities.
