Subject: CODE COMPLIANCE QUARTERLY REPORT

During the summer of 1996, an extensive analysis of the Code Compliance Division was
undertaken with the assistance of the Organizational Analysis Unit. The City Council
subsequently authorized additional resources in the FY 1996/97 budget to implement the
recommendations emanating from the study. The following information is provided to
report on progress in implementing the recommendations as well as other Code
Compliance issues about which the City Council has indicated interest.
MANAGEMENT CONTROL SYSTEM
The period from January I through March 31 represents the first full quarter during which
the management control system has been in operation. This system provides information
important for planning, scheduling, measuring productivity, allocating resources, and
distributing work. Listed below are various statistics from January through March:

1,872 citations were written
Notices and citations resulted in 7,571 abatements
There was an average of 7,061 open complaints
6,122 new complaints were received
ADDITIONAL STAFFING
As of April 15, 1997, the additional twenty-two officer positions and nine support staff
positions authorized for the current fiscal year have been filled. New personnel are
currently either in training or performing their regular job duties. The additional vehicles
for these officer positions are expected to be received in May.
DECENTRALIZATION
Sector 2 located at 3322 East Lancaster Police Department Storefront and Sector 6
temporarily located at 7500 Surfside Drive with the Lake Worth Patrol are operational.
Sector I located at 3700 East Belknap PD Storefront, Sectors 3 and 4 located at Town
Center Mall, and Sector 5 located at 3225 Marquita PD Storefront should become
operational by April 25. The first attaclunent, indicates the sector boundaries and office
locations.

improve communications and enable officers to be more productive. With the assistance
of ISS a local area network has been installed at the main Code Compliance office on
Texas Street and it is anticipated that the main office and all sector locations will be
networked by April 25.
Twenty laptop computers have been ordered for officers in the field. They will provide
real time access to the various databases use by officers and help streamline the overall
inspection and abatement process. Following an initial evaluation period, additional units
will be purchased to equip all inspection personnel.
Specifications and cost estimates are currently being developed for a new telephone
system at the main Code Compliance office at 715 Texas Street.
REVISED ORDINANCES AND PROCEDURAL CHANGES
All of the primary ordinances enforced by the Code Compliance Division including the
Junked Vehicle Ordinance, the Nuisance Abatement Ordinance, and the Minimum
Building Standards Code were revised and adopted by the City Council. New forms,
policies, and procedures have been developed within Code Compliance that will improve
and expedite the handling of the various Code violations related to these ordinances.
APARTMENT INSPECTION PROGRAM
Registration and inspection forms have been developed. These materials were mailed to
affected multi-family complexes beginning April 18. It is anticipated that initial
inspections will begin June 2.
LAW DEPARTMENT
Organizational changes were initiated in the Law Department in March to create a
division comprised of three Assistant City Attorneys to be responsible for legal matters
relating to Environmental Management, Health, and Code Enforcement. The additional
resources made available in the Law Department have been critical to being able to
revising ordinances and making many of the other changes that have been made in a
relatively short timeframe.

demolished contingent upon funding being available.
The new Minimum Building Standards Code provides for quarterly reports to the City
Council listing sub-standard structures pending demolition. Attached for your
information is the first such report indicating by address and City Council district those
structures.
CHRONIC VIOLATORS
It is expected that the revised ordinances, the additional staffing in Code Compliance,
additional staff assistance from the Law Department, and the many other process and
procedural changes that have been initiated will enable more effective handling of
chronic code violators.
In summary, there has been a considerable amount of work that has been accomplished to
improve and make Code Compliance Division a much more effective operation. After
the next four to six weeks, when vehicular and computer equipment is received and put in
operation and new personnel receive training and gain some experience, the increased
effectiveness and presence of Code Compliance in the community should be very
evident.
