HomeMy WebLinkAboutIR 8056 1, INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8056 `T �o To the Mayor and Members of the City Council February 25, 1997 Page 1 of 1 rt: Subject: OPERATIONAL REVIEW OF THE POLICE DEPARTMENT Background and Discussion: Responding to a City Council request for a study of the Police Department, the City Manager forwarded Informal Report# 8017 dated July 30, 1996, proposing to solicit the services of a consulting firm to conduct a comprehensive overview of the Fort Worth Police Department. The City Manager also proposed to include the Organizational Analysis Unit in this study to reduce the anticipated costs. City Council after some discussion decided to delay any further action until the budget had been adopted. In early November 1996, a presentation was made during the Pre-Council session identifying key elements that could be included in the Request For Proposal (RFP) for consulting services and an estimated time line for the RFP process. After some discussion, the City Council referred the matter to the Inter-Intra Governmental Affairs Committee(11G)for further development and direction. Two presentations were made to the IIG Committee by City staff. At the conclusion of the second presentation, the IIG Committee approved in concept the development of a significantly reduced RFP from the original one proposed to City Council on July 30,1996. The new RFP would include a two stage process: Request For Information (RFI) and Request for Proposal to secure the services of a consultant for a study of the Field Operations Bureau and a second plan utilizing the Organizational Analysis Unit(OAU) in a study of the four remaining Bureaus in the Police Department as well as the City/County Jail Operations. Please find Attachment I containing two timelines: one for the RFI process and one for the RFP process. The Request For Information process will be utilized to identify those firms that will likely be most responsive to the Request For Proposal. Two members of the Organizational Analysis Unit will participate with the selected consulting firm in the study of the Field Operations Bureau. This should reduce the costs of the study and provide training for two staff members in the techniques utilized by the firm. Please find Attachment II containing a list of consulting firms that will receive the Request For Information. Attachment III has a timeline for the second project plan that OAU will manage and conduct. It should be noted that this will require the use of all OAU staff for 26 months and that during this time, OAU will not be available for any other studies of City operations. Staff will plan to proceed with the above as outlined unless the City Council provides further guidance.
