ANIMAL CARE AND CONTROL CENTER

City Staff and the Architect presented the Preliminary Design for the Animal Care and
Control Center to the Facilities and Infrastructure Committee on February 18, 1997.
The present design is for a single facility with four main areas consisting of a Public
Reception Area, an Administration Area, a Kenneling Facility and a Kennel Run Area.
The total enclosed space of the Animal Control Center is 21,220 square feet. Total
usable square footage in the base bid is 19,020. The base bid includes adequate
requirements to meet the present needs for the impoundment and treatment of the
stray animal population of the City. Eight alternate bid items, including the
completion of an additional 2,200 square feet of kennel runs, will be offered.
Approval of the alternates will enable the City to improve safety and efficiency of the
Center as well as provide kenneling capacity for the future. An additional option is
presented for constructing kennel run divider walls with glazed concrete block in the
place of metal or plastic plates provided in the base bid. The capacity of the base
project is from 24,306 animals annually or 293 daily to 29,614 animals annually or
357 daily. The capacity with Alternate 1, 30 additional kennel runs, is from 27,292
animals annually or 329 daily to 35,089 animals annually or 423 daily.
The proposed budget for the facility is as follows:

Associated Costs $73,000
Total Project Budget $1,913,000
Alternate Bid Items: $290,000
Design Contract (Previously funded, M&C G-1 1681) $72,000
The Facilities and Infrastructure Committee approved the preliminary design and
budget and has directed that the Architect proceed with the final design with the goal
of advertising for bids on March 27, 1997.

Committee is attached for your information.
