1873 The Mosier Valley Targeted Area Plan
In March, 1994, The Mosier Valley Community Area Council, Inc., under the direction of Mr.
Benny Tucker, submitted an application to the TAP Program. Their enthusiasm and the area's
need for physical improvements led the Department of Planning and Growth Management to
conclude that a Targeted Area Plan could result in real change in Mosier Valley,
Area Description
Mosier Valley which was annexed by Fort Worth in 1957 is the oldest black community in Tarrant
County, is bordered on the north by South Pipeline Road, on the east by Hurricane Creek, on the
south by the Railtran Corridor, and on the west by Raider and Greenbelt Roads. The 1990 census
showed 146 residents in 52 households and a median household income of$21,000, about $5,000
less than Fort Worth's median household income.
Some of the major assets in the Mosier Valley are as follows:
Central location in the Metroplex,
Close proximity to D/FW International Airport
Bordered on the south by the Railtran commuter line (commuter rail service to Downtown
Fort Worth, Downtown Dallas, D/FW International Airport, and many points,in-between)
Nearby Euless golf and athletic complex (to be completed by June 1997)
Close proximity to River Legacy Park in Arlington
Close proximity to Metrovest Housing Development (an upscale, gated residential
development of million-dollar homes to be built southeast of Mosier Valley, east of FM
157 and north of the Trinity River, in Arlington's ETJ)
Construction of Trinity Boulevard that bisects the area(to be completed by summer 1999)
Public water and sewer service (available at the end of 1997 - Phase 1, north of Trinity
Blvd. and Phase 11, south of Trinity Blvd.)
Proposed Issues and Action Plans
Short Term
Issue 1:
Neighborhood Appearance
Actions:
Conduct a one week "Blitz".
Educate area residents and businesses to maintain the area.
Establish regular neighborhood Clean-up days.
Track code violators.
Use available means and funds to create additional landscaping and develop useful park/
recreation land.

Lack of Information about Mosier Valley
Actions:
Organize special events, tours and a media campaign to promote the area.
Highlight important landmarks, streets, and major entrances by signs and markers.
Create an "HC" Historic and Cultural overlay zoning district to protect the historical and
cultural assets that are located within Mosier Valley.
Issue III:
Poor Location and Condition of Housing Stock and Lack of New Construction
Action:
Facilitate housing rehabilitation and construction by
Utilizing variety of available housing programs
Relocation of homes to appropriate locations
Promoting residential development based on the area's assets
Developing incentives for potential homeowners and rental property
Long Term
Issue 1:
Outdated Land Use Plan
Actions:
0 Update the Land Use Plan to reflect the changes in the area
Issue H:
Lack of Basic Infrastructure
Actions:
Provide basic infrastructure: water, sanitary sewer, storm sewer, public park land, and street
repair and reconstruction. Funding options available are as follows:
General Fund
Texas Department of Transportation (TxDOT)
Community Facilities Agreement (CFA)
Community Development Block Grant (CDBG)
Capital Improvements Programming (CIP)
Tax Increment Financing District (TIF)
Recommendation
Soon to be placed on the agenda of the City Council meeting is an action item regarding the
Mosier Valley Targeted Area Plan. The Plan will serve as a guide for the revitalization and future
deloI < the area. The recommended strategies will alleviate the proposed issues.

The Mosier Valley Targeted Area Plan
It is recommended that the City Council adopt the Mosier Valley Targeted Area Plan - the
Transit-Oriented Development land use option that focuses on the Railtran station at House
Anderson Road - as a part of the City of Fort Worth's Comprehensive Plan,
The Mosier Valley Targeted Area Plan was approved by the City Plan Commission on April 24,
1996.
