' XA g Subject: OPERATIONAL REVIEW OF THE POLICE DEPARTMENT
In 1992, the City of Fort Worth, with the significant support of Union Pacific
Resources, under took an extensive analysis of the efficiency of Fort Worth
Police Department programs. Studies were completed of the D.E.C.O.R. (police
reporting) unit in 1993 and of police vehicle utilization in 1994.
During the deliberations establishing the Crime Control and Prevention District
and developing its budget, there was some interest expressed in funding an
evaluationlreview of the effectiveness of the Crime Control and Prevention
District programs and their overall impact on all Police operations.
Staff recommended that any study of Police Department operations be delayed for
one year until the additional resources and changes funded by the Crime Control
and Prevention District could be implemented. Since 1992, approximately 30
separate programs, including the Crime District, have been initiated in the Police
Department to help reduce crime.
With the passage of the Crime Control and Prevention District tax package by the
voters, an estimated $127,000,000 over five years will be available to fund crime
reduction initiatives. The Police Department General Fund budget is $70,020,849
for FY 95-96. City Council has requested a comprehensive review of Police
Operations to ensure that the Police Department is operating at maximum
efficiency.
Staff recornmends the development of a Request for Proposals (RFP) to solicit the
services of a consultant to conduct this comprehensive overview. The RFP should
be available for distribution to potential providers by September 15. Each
respondent will have approximately 30 days to reply to the RFP. Therefore, the
City could award a contract to the consultant for services by mid-November.
In addition, the Organizational Analysis Unit will participate in the study assisting
the consultant, and the OAU's participation should significantly reduce the cost of
the study. The City Manager has also recommended the addition of two positions
to the OAU in the FY 96-97 budget. These additional resources will increase the
effectiveness of the unit, allowing it to undertake more studies.

Attachment I is a graphic that provides a timeline for the proposed RFP process.
Attachment II is a comprehensive list of prospective consultants that will be
solicited to submit a proposal.
With the City Council's approval, staff will begin the Request For Proposal
process for a comprehensive consultant study of the Fort Worth Police
Department.
