power� ov�r the str�ets as have been de�.egated �o it by the Consiitulaon
of ihe Staie of Texas or by fih.e Legisla.ture; and tha�t Ci�y caiano# �con�ract
away ��s du�y and �ts 1�gislative pawer #o coniral ihe sixee�s for t�a.e us+�

body of City, to wit, z#�s Ci�r Council, should a.t any ti�x�e during the term
