HomeMy WebLinkAboutIR 7986 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7986 NATE To the Mayor and Members of the city Council March 19, 1996 r Page I of 2 X Subject: ENVIRONMENTAL PROTECTION AGENCY- STORMWATER PERMIT 1873 The City of Fort Worth should, according to the Environmental Protection Agency (EPA), receive its' Stormwater Permit in June 1996. The current EPA schedule to accomplish this includes issuance of a final draft for public comment by April 1, public comment period April 1 to May 1, and comment response and permit issuance by June 30. The Department of Environmental Management has reviewed the pre-final draft and offers, for your information, the following salient points that the City must comply with: 1. Develop a Stormwater Pollution Prevention and Management Program - includes prevention measures, treatment/removal techniques, monitoring, use of legal authority, and control of storm water quality. Also requires incorporation of computer modeling mechanisms to stormwater issues. 2. Develop a comprehensive master planning process to develop, implement, and enforce controls to minimize pollutant discharge from new development and significant redevelopment areas. 3. Ensure operation and maintenance of streets, roads, and highways to minimize pollutant discharges. 4. Perform assessment of impacts on receiving water quality for all flood management projects and the feasibility of retro-fitting existing flood control structures. 5. Implement controls to reduce the discharge of pollutants due to storage and application of pesticides, herbicides, and fertilizers. 6. Implement a program to effectively prevent illicit discharges into the storm sewer system. 7. Develop a program to prevent the unpermitted discharges of dry and wet weather overflows from sanitary sewers into the storm sewer system. 8. Implement a program to reduce the discharge of floatables, to include source control and, if necessary, structural controls. 9. Develop a program to locate and eliminate illicit and improper discharges into the storm sewer system. ............................................... 10. Subject: ENVIRONMENTAL PROTECTION AGENCY- STORMWATER PERMIT Im 11. Perform both wet and dry weather screening analysis. 12. Institute a program to identify and control pollutants in storm water discharges from municipal landfills, hazardous waste facilities, major industry, and any other industrial or commercial discharges that are substantially contributing pollutants. 13. Implement a program to reduce the discharge of pollutants from construction sites, to include the use and maintenance of structural and nonstructural controls, inspections and enforcement, and education and training. 14. Implement a permanent household hazardous waste program. Upon EPAs issuance of the final draft for comment, the Department of Environmental Management will formulate and schedule a more detailed presentation to the City Council on the stormwater permit requirements, required actions by the various City departments, and projected costs.
