IMPROVEMENTS FUNDS
RECOMMENDATION:
It is recommended that the City Council adopt the following policies governing the use of council
district undesignated street and drainage capital improvements funds.
DISCUSSION:
Currently, each council district has an Undesignated Fund Account of street and drainage bond
funds. When individual voted district projects cost less than estimated,the excess project funds
accrue to the district's Undesignated Fund. Those funds are then used at the discretion of each
district councilmember for other unspecified district capital improvement projects and cost over-
runs for other projects in the district.
The differences between initial cost estimates for district projects (included in the CIP) and the
actual project cost has resulted in some districts having a surplus wl-ffle others have a deficit.
It is anticipated that the 1993 Capital Improvements Program will not have signficant surpluses
and, therefore, a revision to the policy will help insure that all funds can be directed to a city-wide
effort to complete the improvements as approved by the voters.
The following policy statement is recommended:
1. Establish a citywide Undesignated Fund Account to which all project surpluses would be
deposited. The account would also provide funds for under-funded projects. The fund would be
used in the same manner as District Undesignated Fund Accounts, but on a city-wide basis.
2. Existing district undesignated fund accounts would be retained and districts which have zero
fund balances would be provided an initial allocation of$100,000, funded from pre-1986 capital
improvement fund surpluses.
3. Surplus funds that result from the elimination or significant alteration of a district project could
remain within a council district and be added to the Undesignated Fund Account for that district.
