HomeMy WebLinkAboutIR 7977 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7977 .,"Pr t AFO C)i Oars To the Mayor and Members of the City Council w 0 February 13, 1996 l u i Page I of 1 TExay Subject: 10 7 3 Status of the Goodwill Contract BACKGROUND On July 22, 1995, the City Council awarded Goodwill Industries of Fort Worth, Inc. $200,000 in Community Development Block Grant funds toward the cost of renovating an existing building at 4001 Campus Drive. Once renovated, the building will house the Industrial Services Area. This area will serve as the location where the most severely disabled clients/employees will work on packaging, assembling, shrink wrapping and collating. On October 9, 1995, Contract #1 21379 was executed with Goodwill for $200,000 towards the renovation of the building which will house the Industrial Services Area. The original budget for the project as contained in the contract is $474,000 of which $200,000 is contracted to be CDBG funds. The City's contract with Goodwill incorporates the City's M/WBE ordinance. Beginning on November 21 and running through November 30, 1995, a notice to bidders was advertised. The contractor qualifications stated in the notice of bidders included a statement requiring bidders to submit evidence that a M/WBE goal of 20% would be met or that a good faith effort would be made. On January 4, 1996, Carter &Burgess, who is the project manager for Goodwill,held a pre-bid conference at the worksite (4001 Campus Drive). During this pre-bid conference, City staff made presentations covering the Davis-Bacon wage requirements and covered the M/WBE requirements with the prospective bidders. On January 18, 1996, bids for the Goodwill project were submitted. The low-bidder for the Goodwill project was identified as The DeMoss Company at a bid of$518,000. The DeMoss Company reported a M/WBE participation level of 27.03%. In an initial review of the bids, the City of Fort Worth's M/WBE Office was unable to determine the actual level of minority participation. On January 30, 1996, the City Council was briefed on the status of the Contract. The staff was directed to report back to the City Council regarding compliance with the terms of the City Contract. CURRENT STATUS OF GOODWILL CONTRACT After reviewing information from Goodwill's low bidder, the staff has determined that the DeMoss Company. has complied with the M/WBE requirements set forth in Goodwill's CDBG contract with the City. The projected M/WBE participation level is 30%. As the project proceeds, the city staff through the Intergovernmental Affairs and Grants Management Division will be monitoring the project to ensure that the provisions of the CDBG contract with Goodwill are adhered to during the life of the contract. Goodwill has requested a revision to the budget that was contained as part of the original contract documents. Unless otherwise directed by the City Council, the City Manager will approve a budget revision of$518,000 as submitted by Goodwill since no increase in City funds is required. Such approval will be consistent with other projects funded jointly by the City and the private sector. Should you desire additional information, please let me know.
