HomeMy WebLinkAboutIR 7973 . . ~ INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7973 January 9, 1996 To the Mayor and Members of the City Council y Subject: IMPLEMENTATION OF FIRE DEPARTMENT ASSIGNMENT PAY 3 PROGRAM During deliberations for the FY 1995-96 budget City Council approved funds to be included in the Fire Department budget for an assignment pay program. The adopted FY 1995-96 Fire Department budget includes $256,195 in funding for this program. A commitment was made to share the final assignment pay plan with Council prior to implementation. The assignment pay program is designed to compensate Fire Department employees for additional duties that require advanced education or training and recognized certifications when given specific assignments such as underwater rescue, hazardous materials control, paramedics, and aircraft rescue and firefighting. The program also provides an incentive for jobs that have been hard to fill. Attached to this Informal Report is a listing of the assignments with their requirements and monthly amounts of compensation. The total annualized cost of the program as proposed is $376,500, with an offset from the current assignment pay program (merged into the new program) of$72,900 resulting in a net cost of $329,406. The actual FY 1995-96 cost will be $247,055 assuming the program is implemented in January 1996. or", The Fire Chief has worked closely with his management team, the Fort Worth Firefighters PF Association leadership, and the City Manager's office to structure this program. Minimum of 20 hours annual continuing educa- tion for Investigator certification and 40 hours continuing education every two years for Peace Officer certification. 4. Assignment to Bureau of Fire Prevention. Fire Prevention Inspector 1. Completion of 208 hours of technical inspection training. 2. Minimum 20 hours annual continuing education. 3. Assignment to Bureau of Fire Prevention. Swift Water Rescue Instructor 1. Current State of Texas Intermediate Instructor Certification. 2. NAUI Certified Instructor Certification. 3. Completion and maintenance of requirements for Swift Water/Underwater Rescue Responders. 4. Assignment as a Swift Water Rescue Instructor. Haz Mat Instructor 1. Current State of Texas Intermediate Instructor Certification. 2. Completion and maintenance of requirements for Haz Mat Responders. 3. Assignment as a Haz Mat Instructor. ARFF Instructor 1. Current State of Texas Intermediate Instructor Certification. 2. Completion and maintenance of requirements for ARFF Responders. 3. Assignment as a ARFF Instructor. Trainee Instructor 1. Current State of Texas Intermediate Instructor Certification. 2. Assignment to Training Station. (Station 31/34) Specialty Instructors 1. Assignment to one of 18 recognized Fire depart- ment paramedic positions. Responders: Haz Mat 1. 40 hour EPA/OSHA course. 2. Quarterly required continuing education, train- ing, and testing. 3. Assignment to Primary/Secondary Haz Mat Fire Stations, Emergency Management Office, or Bureau of Fire Prevention. Aircraft Firefighting and Rescue 1. State of Texas ARFF certification. 2. Minimum of 24 hours annual continuing educa- tion. 3. Participation in one fuel fire annually. 4. Assignment to Primary/Back-up ARFF Response Fire Stations. Swift Water/Underwater Rescue 1. 110 hours initial training certified through NAUI and TCFFSE. 2. Minimum of 32 hours annual continuing edu- cation. 3.
