HomeMy WebLinkAboutIR 7961 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7961 l �44Q�r�0 To the Mayor and Members of the City Council November 7, 1985 N •lExPy Subject: STATUS OF PROPOSED SOLID WASTE MANAGEMENT PLAN On October 3, 1995 (I.R.7954), the City Council was briefed on recommendations of a Citizen Advisory Committee that was established to work with City staff and the consulting firm of HDR Engineering to develop a long-range solid waste management plan forthe City of Fort Worth. The plan was to meet State criteria including citizen participation requirements for the development of local plans. A long-range solid waste management plan was believed to be important and necessary to address the following issues: • Provide direction to staff in developing solid waste management programs, services, and service levels. • Insure that the City's solid waste programs and goals are consistent with b6th State and Regional solid waste plans. • Insure adequate disposal capacity for the future including possible transfer stations. • Provide the City with strategies for achieving the State's 50% recycling goal. • Insure that the City remains compliant with new regulations being promulgated by the U.S. EPA and the Texas Natural Resource Conservation Commission. • Provide strategies to minimize the impact of future cost increases. The thirteen member Citizen Advisory Committee worked diligently over the past ten months to develop a long-range plan that addressed these issues. The Citizen Advisory Committee developed a number of recommendations and objectives that related to residential waste, multi- family household waste, commercial waste, and solid waste facilities. Since the plan covers a twenty-year period, some of the recommendations have short term implications and some have longer term implications. Three of the Citizen Advisory Committee recommendations related to once per week garbage collection, automated collection using carts, and volume-based billing for residential customers have generated a considerable amount of negative public reaction. In response to the public reaction and the concerns expressed by the City Council and the City Manager, unless otherwise directed by the City Council, City staff will not recommend that once per week garbage collection,automated collection,or volume-based billing for residential customers be considered for implementation within the City of Fort Worth. Staff who participate in the public meetings to review the plan will state our position on these issues. Hopefully, this will enable the public to focus on the recommendations concerning disposal capacity, transfer stations, increasing recycling, enhanced solid waste education programs, and other more significant issues addressed in the plan.
