HomeMy WebLinkAboutIR 7954 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7954 To the Mayor and Members of the City Council October 3, 1995 Subject: CITIZEN ADVISORY COMMITTEE RECOMMENDATIONS FOR LOCAL SOLID WASTE MANAGEMENT PLAN: 1995-2015 On November 22, 1994 (1.R. 7877), the City Council was briefed on plans to develop a Local Solid Waste Management Plan. On December 6, 1995 (M&C C-14591), the City Council authorized the City Manager to engage HDR Engineering to work with a Citizens Advisory Committee and staff to develop such a plan. The purpose of the Plan is to develop a strategy that addresses the following solid waste management issues: Disposal capacity to meet the City's long-term needs. Current and future solid waste management services. New opportunities for reducing, reusing, recycling, and composting portions of the solid waste stream thereby preserving disposal capacity and recovering resources. The costs of services and ways to control anticipated increases. Services to apartment complexes and multi-family residences. The Citizens Advisory Committee consisted of a cross-section of individuals from neighborhood associations, business and industry, environmental groups, education and others. WORTliv TFX Dr. Leo Newland Walt Morosky Susie Reyes Sam Ogden Sarah Walker William Rosenthal Kristi Wiseman With the assistance of the consultants and City staff, the Committee met regularly from February 1995 through September 1995 to identify current and -future solid waste management needs and resources; evaluate options; and develop recommendations for programs, services, and facilities to meet future needs. Components of the City's solid waste management program as recommended by the Citizens Advisory Committee in the Fort Worth Solid Waste Management Plan include: Enhanced solid waste educational/promotional programs. Once per week residential garbage collection service. Garbage service to be provided using cart system and automated trucks. Insure opportunities for apartment dwellers to recycle. Continue/expand recycling programs at municipal facilities. Promote recycling in the commercial sector and in public schools. Monthly curbside brush and bulky waste collection service. Establish of separate yard waste collection program. Establish centralized composting program. Enhanced effort of illegal dump cleanup and enforcement. Continued removal of dead animals from the public right-of-way. Establish a volume-based pricing structure for solid waste services. Insure long-term landfill disposal capacity. Construct solid waste transfer station(s). Establish grants-of-privilege for commercial solid waste haulers. Construct household hazardous waste collection center. It is proposed that a public meeting be conducted October 17 to review the Plan and receive input. The Committee will consider input for inclusion in the Plan. The final Plan as recommended by the Citizens Advisory Committee would be then presented to the City Council on November 14 for review and November 21 for adoption.
