TECHNICAL ASSISTANCE WORKSHOP FOR PROSPECTIVE
Subject. COMMUNITY DEVELOPMENT BLOCK GRANT PROPOSERS
Prior to beginning the proposal and allocation process for the Year XXII CDBG Program (June 1,
1996 - May 31, 1997) staff is examining the process that has been followed in past years with the
objective of increasing the credibility of the process within the community. Recommended
modifications will be presented to you at a later date.
In the course of reviewing proposals it has become increasingly apparent that many of the
organizations interested in accessing CDBG funds have limited experience in proposal preparation.
Specific problem areas range from difficulty in describing programs and how they will work, to
developing and quantifying goals,to development of line item budgets. When these areas are not
adequately addressed, it becomes difficult for staff and for Community Development Council
members to review the proposals and for those proposals to be competitive. It is expected that, as
more neighborhood groups and new non-profits seek funding to address specific problems identified
in their neighborhoods and as all funds become more difficult to access, the importance to
neighborhood groups and small non-profits of being able to write competitive proposals will
increase.
In an effort to provide assistance, staff has scheduled a technical assistance workshop specifically
designed for those interested in applying for CDBG funds. Because the information requested of
CDBG proposers does not differ significantly from that requested by other fenders, the information
provided during the workshop will also benefit participants in requesting funds from other funding
sources.
The workshop agenda will include a discussion of the CDBG program's national objectives and
eligible activities; discussion of the City's funding priorities for the program, noting that these may
undergo some revision for the next funding cycle; development of a line item budget, quantifiable
goals, and program description; financial accountability requirements of the grant;and leveraging
of funds. Time will be set aside for participants to discuss individual concerns and to ask questions.
The workshop's availability will be announced in the Fort Worth Star Telegram's City Page each
Monday from May 15 through June 19, and flyers will be sent to all Year XXI CDBG applicants,
and to others who have contacted staff expressing interest in the CDBG Program since September,
1994. The workshop will be held in Pre Council Chambers at the following times:
June 5, 1995 2:00 - 4:00 P.M., and 6:00- 8:00 P.M.
June 22, 1995 7:00 - 9:00 A.M., and 10:00 - 12:00 Noon 0M9%L RECORD
