EXECUTIVE SUMMARY The 1994 affirmative action year saw modest gains in terms of meeting overall placement goals and reducing the degree of underutilization in Job Groups. The 1994 affirmative action year focused upon the continued improvement of the distribution of minorities and women in the City's workforce. Placement goals seek to reduce the underutilization of women, African-Americans, and Hispanics. The underutilization of women is most severe in the Skilled Crafts Job Groups. These are labor intensive positions and have not attracted a significant number of female applicants. Women are also underutilized in the Administrators, Professionals, Technicians, and Civil Service Job Groups. The underutilization of Hispanics is found in the Civil Service Job Groups and in those Job Groups which include supervisory positions in the Skilled Crafts and Service/Maintenance Job Groups. The underutilization of African-Americans is found primarily in the Civil Service Job Groups. Placement into Civil Service Job Groups is governed by the State Civil Service Statutes. Under these statutes, new hires and promotions through the ranks in the Police and Fire Departments are determined by the ranking of examination grades. These constraints severely limit our ability to take definitive affirmative action in the Civil Service ranks and continues to be a concern. 11. AVAILABILITY AND UNDERUTILIZATION STATISTICS FOR 1994 Attachment No 1, "January 1, 1995 Monitoring Report", shows the availability of each protected class {African-Americans, Hispanics, and women) for each of the City's 33 Job Groups. Availability refers to the percentage of minorities or women in the appropriate labor market who have the skills or who are capable of acquiring the skills required for entry into a specific job group. Availability percentages are determined in accordance with federal affirmative action guidelines. The data utilized this year is from the 1990 census. The federal guidelines include an 8-factor formula which considers population, unemployment, employment, and requisite skill data in the calculation of availability percentages. Attachment No. 1 compares the availability percentages with the incumbency percentages and shows the shortfall, in number of persons (underutilization), in each Job Group. NEW BIRE, PROMOTION, AND RECLASSIMCATION STATISTICS FOR 1994 Attachment No. 2 compares the calendar years 1993 and 1994 new hires and, promotions and reclassifications in terms of race, edinicity, and gender. The City's workforce composition experienced very little change during calendar year 1994: African- IV. AFFIRMATIVE PLACEMENT GOAL ACCOMPLISHMENTS FOR 1994 Attachment No. 3, "Comparison of Availability Shortfalls", shows the changes in underutilization (by Job Group) from calendar year 1993 to 1994, A decrease in underutilization (a positive number) means affirmative placement goals are being met. An increase in underutilization (a negative number) means goals are not being met. All of the numbers in Attachment No. 3 represent the number of persons each Job Group is short, in terms of meeting the availability percentage. The figures on the left side of the table indicate the number of Job Groups which are underutilized by one (1) or more protected class members. The figures on the right side of the table indicate the number of placements made during 1994 which address departmental underutilization.
