Subject:
Proposed Police Department Civil Service Pay Plan
During the process of establishing the Fort Worth Crime Control and Prevention
District, the Police Department proposed a salary schedule consisting of 10 pay
increments, exclusive of state-mandated longevity pay. The step pay plan was
estimated to cost $4,298,355 in the first year. Second and third year costs were
projected to be $5,243,722 and $6,240,722 respectively. The temporary Board
of Directors of the Fort Worth Crime Control and Prevention District did not
specifically endorse the plan, but, instead, included $3,098,355 in the proposed
Crime District budget for pay increases. The Temporary Board suggested that,
should the Council wish to implement the step pay plan, the remaining $1,200,00
could be offset with expenditure reductions anticipated in the Police General
Fund budget as a result of creation of the Crime District. On June 28, 1995, the
permanent Board of Directors will consider and vote on -the Crime District's
FY1995-96 budget, which includes funding for police pay raises at the level of
$3,098,355.
It is the recommendation of the City Manager's Office that the Council adopt the
proposed pay plan. Unless otherwise directed, the 1995-96 City Manger's
Proposed Budget will include this plan. It is the staffs belief that the pay plan
can be accommodated without an increase in the property tax rate or a reduction
in services.
Please let me know should you have any questions concerning this matter.
