HomeMy WebLinkAboutIR 7935 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 79.35 To the Mayor and Members of the City Council July 18, 1995 Subject- SECOND PROGRESS REPORT ON THE GRAFFITI ABATEMENT PROGRAM The following provides a progress report on the Graffiti Abatement Program from January 1, 1995 through June 30, 1995. Information for this report has been provided by the four departments and divisions involved in the Program. PARKS AND COMMUNITY SERVICES GRAFFITI PATROL 174,834 sft Public property abated using 720 gallons of paint at 375 sites 11,554 sft Private property abated using 64 gallons of paint at 29 sites 2,660 sft Private property sandblasted using 43 bags of sand at 17 sites 166 gallons Paint given to private citizens for graffiti abatement 90 gallons Paint given to organizations doing murals 120 gallons Paint given to NPO's for graffiti abatement 3,036 hours Realized from Community Service Restitution workers with a value of $32,485.20 ACTION CENTER 176 Requests for information 117 Referrals to Code Enforcement 50 Referrals to Parks and Community Services 9 Referrals to Police Department CODE ENFORCEMENT DIVISION 2091 Total complaints received 1206 Letters sent 210 Citations issued 1024 Abatements 586 Citizen cooperative projects 16 Stings with 8 arrests 128* Surveillance operations with.4 arrests *1 surveillance operation expended in excess of 100 hours police investigative hours. Also the South Division's "Operation Green Summer" crime prevention detail which included a sting to reduce spray paint sales to minors, proved to be highly effective. LEGAL DEPARTMENT REPORT During the State's last legislative session the City almost received some much needed help with the graffiti battle, by the passage of Bill TX74RSB-707 by both Houses of Legislature. This Bill requires retailers to place aerosol paints near work stations which are continuously occupied, areas which are inaccessible to patrons without assistance from an employee of the store, or is areas which have electronic surveillance. The new law should have helped reduce aerosol paint theft. Unfortunately, this bill was vetoed by Governor Bush. FUTURE ISSUES The abuse of the free paint and labor provision of Ordinance #11630 by conunercial and speculative/income producing properties at no expense to their business. An amendment to the ordinance should be considered to retrieve at least a small portion of the cost of abatement from these owners. Without objection, staff will prepare a proposed amendment to bring to City Council in the near future.
