HomeMy WebLinkAboutOrdinance 27436-01-2025Ordinance No. 27436-01-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT AND EXECUTION OF THE GRANT AGREEMENT, IN THE AMOUNT OF $30,500.00 FOR THE PURPOSE OF FUNDING THE OPERATION OF THE SOUTHEAST COMMUNITY ACTION PARTNERS CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. ` BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts aIIocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Other Fund, subject to receipt of the grant and execution of the grant agreement, in the amount of $30,500.00 for the purpose of funding the operation of the Southeast Community Action Partners Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent j urisdiction, such decision, opinion or judgment shall in noway impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of funds and execution of an agreement with Tarrant County for Fiscal Year 2025 in the amount of $30,000.00 for the operation of the Southeast Community Action Partners Center, 2. Authorize the acceptance of estimated interest earnings for the advanced funds in the amount of $500,00; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to receipt of the grant and execution of the grant agreement, in the amount of $30,500.00 for the purpose of funding the operation of the Southeast Community Action Partners Center. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the acceptance of funds and execution of a contract agreement with Tarrant County in the amount of $30,000.00 to assist in the operation of the Southeast Community Action Partners Center (Southeast CAPC) located at 401 W. Sanford Street,Suite 2700 and 2804 in Arlington. The City of Fort Worth has contracted with the Texas Department of Housing and Community Affairs to serve as the Community Action Agency for Tarrant County under the name of Community Action Partners (CAP). CAP provides services to low-income residents on a county -wide basis, including case management, information and referral services, client intake and assessment, emergency assistance and other social services. These awarded funds will cover a monthly lease payment of $1,470A0 totaling $17,644.80 annually, which includes • utilities. The remaining balance of $12,355.20 will be used to support outreach activities in underserved areas of Tarrant County. Since 2009, Tarrant County has provided $30,000 annually to the City of Fort Worth to support the operation of the Center. Staff anticipates receiving the same amount or more in the coming years. Additionally, the earned interest on the 2025 award is estimated to be $500. The Neighborhood Services Department shall be responsible for identifying funding sources to cover expenses incurred in the event the grant funds are not awarded. No match funds are required from the City for these grants. This program serves ALL COUNCIL DISTRICTS and the rest of Tarrant County. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Tarrant County FISCAL -INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund.The Neighborhood Services Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to expenditures being incurred, Neighborhood Services Department has the responsibility to validate the availability of funds. This is an advance grant.
