Subject: Revised Procedures for Issuance of Demolition/Wrecking Permits
At a recent City Council work session Council Member Jim Lane requested an update on
procedures implemented to prevent the unauthorized demolition of historic properties designated
by the City for protection. The recent demolition of two structures in the Stockyards has raised
concern for this issue.
Effective September 5, 1995, a new procedure will be implemented to address this concern.
Briefly, all permits for demolitions and wrecking will be issued the next working day, rather than
on a walk-through basis. This will provide time for staff from the Department of Development to
coordinate with the City's historical preservation staff in the Planning Department on permits
that may involve protected structures. In addition, the contractor will sign a certification that the
address of the permit is the correct address of the structure to be demolished. This will require
that the contractor verify the location of the structure to be demolished. All wrecking contractors
registered with the City were mailed the attached notice and permit application. Applications
may be FAX'd to the Development Department to allow contractors to minimize trips required to
obtain permits. Prior to the effective date of the new procedures, staff from the Planning and
Development Departments are working together to provide additional staff review for permits
addressed within one block of a protected structure.
In addition to these new procedures, staff from the Planning Department are preparing updated
address lists to identify properties that are protected from unauthorized demolition. This updated
information will allow staff to more accurately identify properties to be protected.
