HomeMy WebLinkAboutOrdinance 27567-04-2025Ordinance No. 27567-04-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AVIATION GAS LEASE CAPITAL PROJECTS FUND, IN THE AMOUNT OF $111,000.00, FROM AVAILABLE GAS LEASE ROYALTIES, FOR THE PURPOSE OF FUNDING THE MEACHAM MAINTENANCE PROGRAMMABLE PROJECT (CITY PROJECT NO. P00112); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the amount of $11 1,000.00, from available Gas Lease Royalties, for the purpose of funding the Meacham Maintenance Programmable Project (City Project No. P00112). SECTION 2. That should any portion, section or part of section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent j urisdiction, such decision, opinion or j udgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the amount of $111,000.00, from available Gas Lease Royalties, for the purpose of funding the Meacham Maintenance Programmable Project (City Project No. P00112) at Fort Worth Meacham International Airport; and 2. Amend the Fiscal Years 2025-2029 Capital Improvement Program. DISCUSSION, The purpose of this Mayor and Council Communication (M&C) is to recommend that the City Council adopt appropriation ordinance -increasing estimated receipts and appropriations in the Aviation Gas Lease Capital Projects Fund in the amount of $111.000.00, from available Gas Lease Royalties, for the Meacham Maintenance Programmable project (Project) at Fort Worth Meacham International Airport (Airport) to be used for the roof replacement of Airport Hangars 21 S, 22S, & 23S. The hangars were built in 1977, and the roof appears to be original to the buildings. The current roof has failed and is beyond repair. The subject hangars are City of Fort Worth property and roof replacement is the Airport's responsibility. Tenants are responsible for routine maintenance. Hangar 22S is currently vacant and replacing the roof will allow Meacham's Real Property team to move forward with leasing the currently vacant hangar to new tenants, generating revenue for the airport. Hangars 21S and 23S are occupied. Funding for this project was not included in the FY2025 2029 Capital Improvement Program due to the lack of awareness that the roofs at the Airport Hangars needed to be replaced at the time of the development of the CIP. The action in this M&C will amend the FY2025 2029 Capital Improvement Program as approved in connection with Ordinance 27107-09-2024. Funding is available for appropriation in the Unspecified - All Funds project within the Aviation Gas Lease Capital Projects Fund for the purpose of funding the Meacham Maintenance Programmable project. Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2 A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that funds are currently available in the Unspecified - All Funds project within the Aviation Gas Lease Cap Proj Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Aviation Gas Lease Cap Proj Fund for the Meacham Maintenance Programmable project. Prior to an expenditure being incurred, the Aviation Department has the responsibility of verifying the availability of funds.
