AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO
RECEIPT OF THE FUNDS, IN THE AMOUNT UP TO $36,600.00, FOR THE
PURPOSE OF PURCHASING SNACKS AND SUPPLIES TO SUPPORT THE
FRESH ACCESS PROGRAM AT TWENTY-TWO FORT WORTH COMMUNITY
AND ATHLETIC CENTERS AND EFFORTS OF THE PARK & RECREATION
DEPARTMENT TO PROVIDE NUTRITIOUS AND HEALTHY SNACK OPTIONS
DURING SUMMER CAMP PROGRAMMING; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to the receipt of funds, in the amount up to $36,600.00, for the purpose of
purchasing snacks and supplies to support the Fresh Access Program at Twenty -Two Fort Worth Community
And Athletic centers and efforts of the Park & Recreation department to provide nutritious and healthy snack
options during summer camp programming.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Expectations for Expenditures
As of March 2024
Grant expenditures must be reasonable, necessary, and allowable to ensure proper and efficient compliance with the
award.
• To determine whether an expenditure is reasonable, consider the following questions:
o Is it in alignment with the goal and objectives of the award?
o Can it be easily justified? Is the quantity necessary?
o Is it in compliance with federal, state, and local policies?
o Can you demonstrate that the price was comparable to similar items?
o Is it transparent (allowing for access to information and monitoring and review
of purchases)?
Grant expenditures must be:
Authorized by or not prohibited by federal, state, or local laws and regulations. (For
example, the purchase of alcohol is prohibited.)
Applicable to all participating sites:
o Assigned cost -to -cost objectives and treated consistently for all work performed
by the organization under similar circumstances, regardless of the source of
funding, to avoid duplicate charges.
o In conformance with limitations and exclusions contained in the terms and
conditions of this award. (For example, sites must use vendors that have been
vetted and approved by the City of Fort Worth.)
Allowable grant expenditures include:
Food purchases that are:
o Not processed
o Minimally processed
o Limited or contain a minimal amount of added sugars
o Whole grain products
o Reduced sodium products (if available)
o Whole grains, fruit, vegetables, nuts, or another source of protein.
o "Snack" size
Publicity
The grantee shall include mention of Texas Health in all press releases, social media and other media concerning the
project. Copies of the logo suitable for reproduction are included for your convenience.
Reports
A complete program and financial report must be provided by September 20, 2024 that details: name and description of
summer camp program(s), number of children/campers served, how the funds were used, amount of funds used per
site, a list of the items purchased and pictures documenting efforts.
• A reporting template will be provided to include all expenses incurred related to grant, if needed.
Texas Health, at its request, shall have reasonable access to the Grantee Organization's and/or the Community Center's
files, records, personnel, and premises for the purposes of making financial audits, verifications, or program evaluations
as it deems necessary concerning the grant.

Congratulations! Texas Health has approved a mini grant of $26,600 for support of the Fresh Access program and
partnership with City of Fort Worth community centers and athletic centers.
Our work is guided by evidence -based practices; and together, with the support of partners throughout the community,
we work to create an environment that supports health and well-being. A critical component of this work is our focus on
system changes to improve access to fresh food for all residents. Thus far, we've partnered with over 34 schools and
community organizations to distribute over 665,850 pounds of fruits and vegetables to communities in need and
continue our support of both school and community gardens, local farms, and local businesses.
The goal of Fresh Access is to meet people where they are and remove barriers by providing access to tools and
resources that boost well-being. This is accomplished by partnering with trusted organizations to offer fresh fruits and
vegetables and resources to the community and emphasizing the importance of community involvement to create
healthier communities. In 2023, the Fresh Access program served over 42,000 people and distributed over 238,000
pounds of produce!

SECONDARY Supplies —Can only be purchased with explanation and confirmation that
primary supplies are secured:
o Non-perishable food items and hygiene items
o Supplies for nutrition education:
✓ Cookbooks
✓ Additional produce and/or shelf stable items that are in alignment with the
program's objectives
✓ Nutrition education materials and/or classes
✓ Attendance Incentives for participants that are in alignment with the
program's objectives
o Equipment for storage of supplies for nutrition education classes or produce
distribution:
✓ Bins or containers, tables, and chairs
OTHER program support expenses — Must receive preapproval from Texas Health before
purchasing, then items include but are not limited to:
o Appliances
✓ Pots/Pans
✓ Grills, Airfryers
✓ Blenders, Food Processors
Allowable mini -grant expenditures include (cont.):
• COMMON THREADS Supplies —Approved supplies for sites who completed training
(not to exceed $200):
o Food items listed in Common Threads Training and Curriculum
If the funds are not used in the expected timeframe or not as intended, this may result in being ineligible of future mini -
grant funding or suspension from the program. Continuation of mini grant funding will be reassessed during the Fresh
Access application and status review period.
Publicity
The grantee shall include mention of Texas Health in all press releases, social media and other media concerning the
project. Copies of the logo suitable for reproduction are included for your convenience.
Reports
A complete program and financial report must be provided based on the schedule below that details: how the funds
were used, remaining balance, and pictures documenting efforts and/or classes.
• A financial reporting template will be provided to include all expenses incurred related to mini grant, if a final
summary that includes the requested information cannot be provided
• Each Fresh Access site will complete a monthly program report that documents efforts related to mini grant
Texas Health, at its request, shall have reasonable access to the Grantee Organization's and/or the Community Center's
files, records, personnel and premises for the purposes of making financial audits, verifications, or program evaluations
as it deems necessary concerning the mini grant.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a grant from Texas Health in an amount up to $26,600.00 to support the Fresh Access Program at twenty-two Fort
Worth community and athletic centers; and
2. Authorize acceptance of a grant from Texas Health in an amount up to $10,000.00 to support the efforts of the Park & Recreation
Department to provide nutritious and healthy snack options during summer camp programming; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to
receipt of the grant, in an amount up to $36,600.00, to purchase snacks and supplies to support the Fresh Access Program at twenty-
two Fort Worth community and athletic centers and efforts of the Park & Recreation Department to provide nutritious and healthy snack
options during summer camp programming.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the acceptance of grants from Texas Health in amounts totaling $36,600.00
to support the Fresh Access Program and healthy snack options during summer camp at twenty-two Fort Worth community and athletic centers
during the summer of 2024. Staff at Texas Health reached out to indicate they wanted to again provide mini -grants to support each location that is
currently a Fresh Access partner. They also expressed interest in providing a grant to support the efforts of the Summer Day Camp Program by
providing nutritious and healthy snack options. There was no application process since the request carve directly from Texas Health.
The Fresh Access Program is guided by evidence -based practices, and Texas Health works to create an environment that supports health and
well-being. A critical component of this work is the focus on systems change to improve access to fresh food for all residents. Texas Health has
partnered with over 34 schools and community organizations to distribute over 665,850 pounds of fruits and vegetables to communities in need
and continues support of both school and community gardens, local farms, and local businesses.

distributed over 238,000 pounds of produce. The Fresh Access grant will be used to purchase supplies and other program support expenses.
These may include supplies for packing and distributing food, nutrition education, and storage.
Grant allocations will be distributed as described below. Community centers that are Fresh Access sites will receive $1,000.00 towards supplies
needed for the operation of the Fresh Access produce distribution program. An additional $200.00 food allowance is included for those
community centers that completed the Common Threads training. Eugene McCray Community Center will receive $4,200.00 to support their Good
For You pantry. Studies have shown that access to healthy snacks helps youth create healthy habits and supports cognitive and physical
development. The $10,000.00 grant will be distributed to twenty community centers based on the number of camp registrations.

A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. Park & Recreation Department (and
Financial Management Services Department) will be responsible for the collection and deposit of funds due to the City. Prior to expenditures
being incurred, Park & Recreation has the responsibility to validate the availability of funds. This is an advance funding grant.
