OVERVIEW AND ANALYSIS OF CITY NEW HIRE DATA
During our recent City Council retreat inquiries were made regarding minority hiring over the past
few years. In response to these inquiries the following information is being provided.
BACKGROUND:
The City's Affirmative Action Program requires each department to develop an affirmative action
plan which is reviewed and updated on an annual basis.
Over the past five(5)years significant gains in African-Americans and Hispanics have been realized
among the sworn ranks of the Police and Fire Departments. During this same period of time
approximately 14% of all new hires in top managerial positions have been African-Americans and
Hispanics. In the professional ranks, almost 22% of all new hires have been African-Americans and
Hispanics. Overall, more than 40% of all new hires during the past five (5) years have been Afiican-
Americans and Hispanics.
Job Categories
In accordance with federal guidelines, the City's workforce has been divided into eight (8) Job
Categories. A description of the positions included in each category is presented below:
No. 1: Officials and Administrators: Department Directors, Assistant Directors, and Division Heads;
Police and Fire Chiefs, Deputy Chiefs, Police Captains, Fire Battalion Chiefs.
No. 2: Professionals: Section Heads, Assistant Superintendents, and positions requiring college
degrees; Fire Captains, Police and Fire Lieutenants, Police Sergeants.
No, 3: Technicians: Inspectors, Water, Electronic, Engineering Technicians, Computer Operators;
Police/Corporal/Detective, Fire Engineer.
No. 4: Protective Services: Public Safety Dispatchers, Marshals; Police and Fire Trainees.
No. 5: Para-professionals: Administrative,Planning, Legal, Library Aides,

No. 7: Skilled Crafts: Plant Operators, Mechanics, Plumbers, Carpenters, Electricians, and
Equipment Operators.
No. 8: Service/Maintenance: Custodians, Laborers, Groundskeepers, and Zoo Attendants.
Managerial and professional supervisory staff are found primarily in categories 1 and 2. The remaining
supervisory staff is dispersed throughout the other six(6) categories.
Overall Minority New Hire Data
The percentage of new hires involving African-Americans and Hispanics has been significant over the
last five(5) year period:
1990/91 233 of 571 new hires are African-Americans and Hispanics (40.79%)
1991/92 155 of 472 new hires are African-Americans and Hispanics (32.83%)
1992/93 166 of 420 new hires are African-Americans and Hispanics (39.51%)
1993/94 216 of 519 new hires are African-Americans and Hispanics (41.6,1%)
1994/95 231 of 621 new hires are African-Americans and Hispanics (37.19%)
During the last five(5)years 38.49% of all new hires involved African-Americans and Hispanics.
Management, Professional, Supervisory New Hires
The percentage of new hires involving African-Americans and Hispanics in the Officials and
Administrators, and Professional categories are presented below:

Minority Workforce Composition 1990 to 1995
According to the 1990 Census, the City of Fort Worth's Civilian Labor Force diversity was as
follows: Caucasian 49.48%, African-American 19.81%, Hispanics 17.55%, and other 13.15%. The
civilian labor force includes those persons who are 16 years of age and older and who are either
employed or seeking employment.
The City's minority workforce composition over the last five(5)years is presented in the table below.

ANALYSIS AND COMMENTARY
During the past five(5)year period over 38%of all new hires involved African-Americans and Hispanics.
Almost 14%of the top level management positions filled during the past five (5) years involved African-
Americans and Hispanics. Professional new hires during the same period included about 27% African-
Americans and Hispanics.
Overall representation of African-Americans has declined by 2.5% over the past five (5) years. However,
current representation exceeds the percentage of African-Americans in the immediate civilian labor force
(20.8% versus 19.8%).
Overall representation of Hispanics has increased by 1.1% over the past five (5) years. Current
representation however, is below the immediate civilian labor force (12.7%versus 17.6%).

To properly assess the City's workforce diversity status, availability percentages by job group are the
benchmarks. Current federal guidelines establish the method which employers should follow to determine
their workforce diversity status.

The City's jobs have been divided into 33 job groups according to job qualifications and responsibilities.
In order to determine the reasonable, and possibly attainable, percentage of minority incumbents for each
job,group, availability percentages must be calculated.
Federal guidelines establish the eight-factor availability formula to determine the availability of African-
Americans, Hispanics, and women for each of the City's 33 job groups. These factors include: civilian
labor force in immediate area; size of unemployed force in immediate area; persons with requisite skills
in immediate area, and in recruitment area; persons available within the organization; persons seeking
employment in the labor area; and, applicant flow data.
Among all 33 job groups, only 3 job groups are under represented in African-Americans by 5 or more
persons and 2 of the 3 job groups are civil service jobs which are filled by promotional examinations, Only
I job group(civil service jobs)among the 33 is under represented in Hispanics by 5,or more persons, Ten
(10)job groups among the 33 are under represented in women by 5 or more. Three (3) of the ten (10)
job groups are civil service jobs and five(5)of the ten(10)job groups are non-traditional jobs for women
such as, laborers, equipment operators, skilled crafts, and inspectors.
The City's commitment to diversity in the workplace is reflected in the strong hiring percentages. Some
challenges remain and they will be met through our concerted efforts and persistent commitment to
diversity.
