HomeMy WebLinkAboutIR 7952 INFORMAL REPORT TO CITY COUNCIL MEMBERS No.- 7q,,2 October 3, 1995 pRTER To the Mayor and Members of the City Council SON, Subject: The Southside Medical District Strategic Action Plan 1873 On April 19, 1994, the City Council authorized the City Manager to execute a contract with Sasaki Associates Inc. for professional services to develop the Southside Medical District Strategic Plan (M&C C-14273). Sasaki Associates team including Development Strategies, Inc., Barton Aschman Associates, Inc. and PR Texas, was selected from seven area and national urban planning firms that submitted proposals. The consultant team was retained by the City of Fort Worth, the Fort Worth Transportation Authority and major medical institutions and businesses within the District to prepare a strategic plan for the Southside Medical District. Area Description Located immediately to the south of Fort Worth's Central Business District, the project study area can be generally defined by I-30 to the North, Evans Avenue&Kentucky Avenue to the East, Allen Avenue to the South, and Burlington Northern railroad tracks to the West (see attached map). The Southside Medical District encompasses approximately 1,400 acres and includes a significant number of the area's major hospitals, medical institutions, and support services. It has over 3 1,000 employees, representing the second largest employment center in the City of Fort Worth. This figure is expected to exceed 60,000 by the year 2010. The District also includes some of the City's most historic residential areas. Interstates 30 and 35 provide excellent regional access to the District from throughout the region. Objectives The primary objective in preparing this plan is to develop a guide for'the revitalization and future development of the District and its surrounding neighborhoods. This process started as a result of the efforts of the area's citizens, medical institutions, and business owners who were concerned about the lack of a unified vision for the future of this area. The Plan was developed during a 12- month period, beginning in May 1994. Planning Process With an understanding of the current issues and opportunities in the Southside Medical District, based on a series of interviews with the District's key people and focus groups and a survey of the District's employees, a set of overall goals were developed to be used in guiding the development of the Strategic Plan. These goals were developed.through an interactive process with the Advisory Sub-Committees (including economic development, housing, transportation and parking, and urban design and security) and the Steering Committee. They were also presented at a public meeting to solicit public involvement in the planning process. Based on the goals, objectives, and collected data, a Concept Plan has been developed that addresses land use and redevelopment opportunities, urban design and open space, and transportation. The Implementation Structure& Strategies necessary to implement the proposed elements of the Strategic Plan have also been developed. OFFICIAL RECORD CITY SECRETARY "0 1U. ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7952 October 3, 1995 To the Mayor and Members of the City Council Page 2 of 2 A R Subject: The Southside Medical District Strategic Action Plan 1673 Implementation Structure & Strategies The Implementation Structure & Strategies include the creation of • The Southside Medical District Redevelopment Corporation (SMDRC), a private, not- for- profit corporation, that will invest private capital in the district and operate in partnership with the City and the community to implement the Plan. • The Southside Medical Improvement District to provide certain supplemental public services in the district. • The Southside Medical Tax Increment Financing District (SMTIF) to facilitate major capital improvements. • A committee of representative stakeholders from the District to work with the City and redevelopment corporation to assure that the goals and objectives of the Plan are fulfilled. In general, the Plan provides strategies and policies, both public and private, that facilitate the most efficient and viable development of the Medical District. Investments resulting from this action will have a significant impact on the economic base and quality of life in Fort Worth and can greatly improve this area of Fort Worth in appearance, convenience, and accessibility over the next few years. The Plan was approved by the City Plan Commission on May 24, 1995. The implementation process has begun with a $8 million, 150 multi family unit project by a joint venture of Cornerstone Housing Corporation and Mental Health Housing Corporation of Fort Worth. The project is located northeast of South Jennings Street and Pennsylvania Avenue.
