HomeMy WebLinkAboutOrdinance 20971-09-2013 Ordinance No. 2097 1-09-20 1 3 AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE PARKING GARAGE CAPITAL PROJECTS FUND IN THE AMOUNT OF $1,530,000.00, FROM AVAILABLE FUNDS, FOR IMPROVEMENTS TO COMMERCIAL SPACE IN THE HOUSTON STREET GARAGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2012-2013 in the Budget of the City Manager, there shall be an increase in the estimated receipts and appropriations in the Parking Garage Capital Projects Fund in the amount of$1,530,000.00, from available funds, for the purpose of improvements to commercial space in the Houston Street Garage. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaii-fing portions, sections, or parts of sections of this ordinance, which said remab-drig provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 20411-09-2012 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize a transfer in the amount of$1,530,000.00 from the Parking Enterprise Fund Fiscal Year 2012-2013 budget to the Parking Garage Capital Projects Fund for improvements to the commercial space on the west side of the Houston Street Garage; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Parking Garage Capital Projects Fund in the amount of$1,530,000.00 from available funds. DISCUSSION: On February 19, 2013, the City Council authorized an initial transfer in the amount of$1,530,000.00 from unspent bond proceeds to pay debt service thus allowing the reallocation of funds within the Parking Enterprise Fund as the first step to complete the construction of the commercial space on the west side of the Houston Street Garage (M&C G-17813). The commercial space in the garage has been vacant since it opened in 2009. The vacant commercial space on the first floor has basic infrastructure but no improvements. In order to better attract tenants, the space needs to have individual heating, ventilation, and air conditioning units, suspended ceilings, lighting, and a common restroom. These improvements will be more attractive to potential tenants and will greatly reduce tenant move-in renovation time. Staff recommends as the next step in completing this project that City Council authorize a transfer in the amount of$1,530,000.00 to the Parking Garage Capital Projects Fund from the Parking Enterprise Fund Fiscal Year 2012-2013 budget for improvements to the commercial space on the west side of the Houston Street Garage.
