Re: Mutual Aid Agreement between Gulfstream Aerospace and the Fort Worth Police
Department
To Whom it May Concern:
I, Mr. Davin Greenly, Sr. Environmental Compliance Program Specialist, at the Gulfstream Aerospace
Texas Repair & Overhaul Facility, located at 2500 Golden Triangle Boulevard, am writing to the Fort
Worth Police Department because federal and state laws require all facilities that generate hazardous
waste to attempt to make arrangements with local emergency response organizations to familiarize
them with the layout of the site, properties of hazardous waste handled at the site, hazards associated
with such wastes, places where site personnel would normally be working, entrances to and roads inside
the site, and possible evacuation routes (see 40 CFR 265.51).
Gulfstream performs repair and overhaul of business jet aircraft parts, and as a necessity of this business,
warehouses hazardous chemicals and generates hazardous wastes and is therefore obligated to attempt
to enter into formal agreements with any agencies that may be called upon to respond to fires,
explosions, releases, environmental impacts, and other emergencies that could occur at the site.
Gulfstream has taken significant steps to reduce the chance of emergencies occurring at the site (e.g.,
employee operating and safety training, emergency response training, maintenance of emergency staff
and emergency equipment, and development of a Hazardous Waste Contingency Plan, which is included
with this agreement. However, whenever hazardous chemicals and wastes are on site, there is no way
to completely eliminate the possibility of an emergency situation arising that could threaten public
health, safety or the environment.
By signing this mutual aid agreement, the Fort Worth Police Department acknowledges receipt of the
Gulfstream Hazardous Waste Contingency Plan and agrees to respond to emergencies at the Texas
Repair & Overhaul when asked to do so by Gulfstream. Gulfstream considers the Fort Worth Police
Department to be a primary provider of emergency response. When the Fort Worth Police Department
determines that additional assistance is needed, it will contact other responders with which
arrangements have been made. I am the Gulfstream primary Emergency Coordinator and can be
reached at (214) 902-1195.
The Hazardous Waste Contingency Plan includes site diagrams with primary and alternate evacuation
routes and designates chemical/waste storage areas that could present special safety or security
concerns. Appendix A: Contains a RCRA Quick Reference Guide describing Hazardous Waste Materials
