EX 6 Subject: Proposed rate for the Environmental Collection Center (Household Hazardous
len Waste facility) intergovernmental agreements with participating cities
The City of Fort Worth is required, by the Environmental Protection Agency (EPA), under its
National Pollutant Discharge Elimination System (NPDES) Storm Water Permit to establish a
permanent Household Hazardous Waste (HHW) Program. This program must be readily available
to all private residents, be publicized, and promoted. In addition, as the public's familiarity with
the past single day HHW events increases, citizen demand for expanded service with better
accessibility, greater flexibility when they drop off their HHW, and less distance to drive has
grown.
The City of Fort Worth is establishing a HHW Collection Facility to meet the needs of local
residents. To date, letters of interest to join the program have been received from Arlington, Azle,
Benbrook, Colleyville, Denton, North Richland Hills, Richland Hills, River Oaks, Stephenville,
Tarrant County, and White Settlement. In addition, 18 other cities have indicated a desire to be a
part of the Fort Worth program, but are still uncommitted.
To achieve economic accountability, the Department of Environmental Management worked
with the Budget and Law Departments to develop a rate structure that would reflect the actual
capital costs and the anticipated operational costs. This rate structure is based on the following
information in Table 1.

It is estimated that if all cities participate, the facility could serve up to approximately 9,500
households per year. With that in mind, it was decided that a fee rate of Seventy-five ($75.00)
Dollars per household would be acceptable and adequate. This is the same rate that has been used
in the past one-day events and accepted by all municipalities. Table 2. shows a comparison of
number of households versus possible household rates.

The information in Table 2 verifies that the chosen rate of $75.00 per household is consistent
with anticipated participation. So far, projected participation from the 11 cities and Fort Worth
exceeds 6,500 households.
The interlocal agreements will be for a one-year period with each participating city identifying
their anticipated household participation. The $75.00 per household rate will be applied to attain
a total amount and participating cities will pay this amount in quarterly installments.
Participating cities will also be given the option of rolling over into the next year any unused
monies or receiving a refund.
