1873 Year 2000 Project Status Report
Introduction
Information Systems and Services (ISS) is in the process of addressing the technical issue
commonly referred to as the Year 2000 Problem in order to ensure that City functions
and services will be operational with the turn of the century. The City Council has
appropriated funds to ISS (M&C G-11940) for the purpose of addressing Year 2000
issues relevant to the city's mainframe software applications. In addition to mainframe
applications, ISS is addressing Year 2000 issues in Telecommunications and
PC/Networks.
Current Situation
Hardware and operating system software for the mainframe computer supported by ISS
has been upgraded and is considered to be Year 2000 compliant. Work is in progress to
make the mainframe software applications Year 2000 compliant. ISS's initial analysis
and funding request for upgrading application soft-%vare was based on a Year 2000
Assessment report created by SPR Inc. in June 1997. Since the requested funding was
provided, a team has been organized and is diligently working on making the mainframe
software Year 2000 compliant. Because of inadequacies in the initial assessment,
progress is behind the schedule included in the assessment. These inadequacies are being
addressed by ISS and are not deemed to be sufficient enough to prevent the completion of
the project by early 1999. To date the team has been organized and trained, tools have
been acquired and installed, procedures and policies have been developed, and work on
selected pilot sub-systems and some additional sub-systems has been completed. Using
SPR lines of code as a measure, approximately 17% of the application software has been
upgraded and installed into production. Another 7% will be completed and installed in
early March 1998. The largest component completed to date is all of the sub-systems
supporting the Development Department. Final testing is in progress that will complete a
major portion of the sub-systems associated with the Fire Department and Equipment
Services. Work is also in progress to update a portion of the Police sub-systems.
All changes required to make the Telecommunications infrastructure Year 2000
compliant will be completed by the end of the calendar year.
PCs and networking equipment currently being installed is required to be Year 2000
compliant. The Network Implementation Plan (NIP) will replace older equipment with
Year 2000 compliant equipment. ISS will work with all departments to verify that older,
non-compliant equipment is out of service or upgraded before the year 2000.

Conclusion
ISS is making progress in addressing Year 2000 issues and expects to address all known
issues well in advance of January 1, 2000. As the new century approaches and current
efforts are completed, ISS will shift it's Year 2000 focus to (re)testing critical systems
and developing plans for support and contingency during the change in century.
