HomeMy WebLinkAboutIR 8137 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. pop June 16, 1998 To the Mayor and Members of the City Council 11173 Subject: COMPREHENSIVE PARK, RECREATION AND OPEN SPACE MASTER PLAN Background The Parks and Community Services Department working with the Parks and Community Services Advisory Board has developed a Comprehensive Plan for Parks, Recreation and Open Spaces city- wide. This initiative began on July 16, 1996 with the introduction to the process and desired product to the Park Board. Over the past 21 months, six (6) special work sessions have been convened by the Board to address issues within the Plan. In addition, twenty three (23) updates, reports or action items have been reviewed by the Board which directly or indirectly related to the formulation of the Plan. These public meetings, along with eighteen (18) Capital Improvement Program meetings in the community, have been a critical component in the public input process of this planning effort. Included in the formulation of the Comprehensive Plan was an in-depth needs assessment conducted in 1997. This survey effort was conducted by National Service Research (a Fort Worth Marketing Research consultant) and included 2,400 telephone surveys with Fort Worth residents and 503 self- administered surveys with Fort Worth youth. The 2,400 completed telephone surveys involving 300 surveys in each of eight (8) Park Planning Districts represent a margin of error of plus or minus 2.0% at a 95% confidence level. Surveys were also-conducted in Spanish. The completion and endorsement of the Comprehensive Plan will establish the vision and guide for Fort Worth's park system for the next five (5) to ten (10) years. Through the review of the existing inventory, performance of the Needs Assessment survey and establishment of standards, the Comprehensive Plan recommends actions necessary to serve the Fort Worth community. Attached for the Council's review is the Executive Summary of the Park, Recreation and Open Space Comprehensive Plan. More details of the plan can be found in the complete document, On May 19, 1998 the Parks and Community Services Advisory Board concurred with staff's recommendation to the City Council to endorse the Park, Recreation and Open Space Comprehensive Plan. The Boards recommendation and the plan were reviewed and approved by the Safety and Community Development Committee on June 9, 1998.
