HomeMy WebLinkAboutIR 8143 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. Ai 4-A To the Mayor and Members of the City Council July 7, 1998 Subject: Adjustment of Base Schedule at Six Community Centers Park and recreational services have experienced significant shifts in programming emphasis within the past decade. The circumstances in which our children live have changed in major ways and to address the needs of our children we have had to change the way we do business. To this end, the Parks and Community Services Department(PACSD) has continued to evaluate the level of service at our community centers throughout the City making adjustments when appropriate. A good example of this is changing hours to accommodate school breaks, inservice days and extended break schedules of year round schools. Currently, 12 of our community centers, or former recreation centers, operate a base schedule of 30 to 45 hours per week. Six have a base operating schedule of 45 hours per week (Diamond Hill, Greenbriar, Handley/Meadowbrook, Hillside, R. D. Evans and Sycamore) five at 40 hours per week (Bertha Collins, Fire Station, Highland Hills, Riverside, and Southwest) and one center at 30 hours per week(Thomas Place which has no gymnasium). Again these are base weekly operating schedules, however changes occur throughout the year to meet the needs of children when school is out. Our other seven community centers, or former multi-purpose centers, operate under a more extensive service level because of the state and federal funds they receive to underwrite social service programs. These include Como, Martin Luther King, North Tri-Ethnic, Northside, Riverside on Sylvania Avenue, Southside and Worth Heights. A number of other programs such as senior citizens, youth sports, gang intervention, etc. occur at nearly all of the centers which exceed the base schedules (See attached document). Each of the 12 Community Recreation Centers has three authorized positions and as a matter of course operating hours are adjusted three times per year in line with the school calendar — winter, summer and fall. The actual hours of operation are determined based on community input, attendance and programs. Focus is placed on times of high use to address services for youth first, seniors second and then the general public. Effective August 17, 1998 with the beginning of the school year, all Community Recreation Centers will have a base schedule of a maximum of 45 hours per week. As always, operating schedules will be set with the school year and adjustments and extensions will be made for school breaks to address needs of both traditional and year round schools. The PACSD has committed to implementing this service level within its existing resources. The Park staff as well as the Parks and Community Services Advisory Board wanted to bring this matter to the City Council's attention to let the Council know that we are making changes in the interest of our citizen customers, especially youth.
