Subject: PROPOSAL TO INITIATE WESTSIDE COMPREHENSIVE PLAN
+m n AMENDMENTS AND ZONING CHANGES
Background
June 16, 1998: The City Council adopted Ordinance#13486, establishing a 180-day moratorium
on two family and multifamily development within seven Westside neighborhoods: Arlington
Heights, Crestline, Cultural District, Monticello, North Hi-Mount, West Byers, and Westridge.
July and August: The Planning Department assisted individual neighborhoods, upon request, in
studying land use issues.
September: Three neighborhoods, West Byers, Crestline, and North-Hi-Mount, formally asked
the City to initiate Comprehensive Plan amendments and zoning changes.
Proposal
The purpose of this proposal is:
• To amend the Comprehensive Plan, as necessary, so as to preserve the predominantly single-
family character of the following three neighborhoods: West Byers, Crestline, and North Hi-
Mount.
• To change the zoning classifications of property within these neighborhoods, as necessary, so
as to conform to the Comprehensive Plan.
We are asking the City Council to:
• Give us your comments on results of the Westside land use study. (See attached maps.)
• On October 6, approve a Mayor and Council communication authorizing the City Manager to
initiate certain comprehensive plan amendments and zoning changes for the three Westside
neighborhoods: West Byers, Crestline, and North Hi-Mount.
Impact
If the City Council were to approve all of the proposed zoning changes, in the three
neighborhoods, 704 parcels would be rezoned. Of these 704 parcels, 92% (646), would contain
conforming uses with regard to the Zoning Ordinance. Furthermore, many property owners with
potentially non-conforming uses actually support the proposed zoning changes, with the
knowledge of the limitations of"A" Single Family zoning.
Regarding the Comprehensive Plan amendments, some areas are recommended to be changed
from Single Family to Two Family. This action would bring several properties into conformance
with the Comprehensive Plan.
Support
The following have expressed support for these proposals: Westside Alliance, West Byers
Neighborhood Association, Crestline Area Neighborhood Association, and � � om

The three neighborhood associations have made several attempts to reach all property owners.
Within the affected areas, over 300 individual property owners have signed formal requests for
the zoning changes. Many others have indicated support, or have expressed no opposition to the
proposal.
The City will formally notify all property owners of the proposed zoning changes, as required by
law,before the pertinent public hearings.

October 28 City Plan Commission conducts hearing on plan amendments.
November 10 City Council acts on plan amendments.
November 11 Zoning Commission conducts hearings on zoning changes.
December 8 City Council acts on zoning changes.
December 12 Moratorium expires.

1. The contrast between existing land use and zoning.
2. Proposed amendments to the Comprehensive Plan.
3. Proposed changes to the zoning map.
