HomeMy WebLinkAboutIR 8163 INFORMAL REPORT TO CITY COUNCIL MEMBERS No, R1 6-3 To the Mayor and Members of the City m �6� Y Y Council December 1, 1998 rax Subject: TRAFFIC SIGNAL IMPLEMENTATION PLAN 1873 One of the areas in which the Transportation/Public Works Department wants to improve is the ability to respond quickly and professionally to requests for the installation of new traffic signals. There is also a need to increase maintenance of existing signals, which was reduced last year due to the heavy use of maintenance staff for new construction projects. The City Council's recent approval of four additional positions is critical to the traffic signal construction program. Historically, city construction crews have been able to install approximately 14 new/rebuild signalized intersections and 9-10 flashers per year. When the number of new traffic signal installations were low, our staff was able to design and install these signals, Over the past few years, the number of new signals and development related signal modifications has increased. The city's growth in the past few years has surpassed Transportation/Public Works Department's ability to design and install new traffic signals and school flashers; rebuild older signal installations; and provide adequate maintenance for existing equipment and loop detection systems. These include responding to "trouble calls", shop repair of equipment and controllers, preventative maintenance programs, etc. We will continue to maintain construction staff so that we can quickly respond to special signal needs. Engineering firms and private contractors could provide other services currently performed by city personnel. These include the installation, or complete rebuild, of traffic signals and/or school flashers. The planned Traffic Signal Implementation Plan utilizes the private sector to supplement city staff. Traffic engineering consultants would be asked to design some of the new and rebuilt signal installations. Signal design packages could then be developed for bidding to private contractors. Inspection and oversight of the projects will remain with T/PW department personnel. With help from the private sector, city staff can spend more time on preventative maintenance, controller repairs, modifications, etc. In turn, an effective preventative maintenance program can reduce future operating budget expenditures, improve traffic operations and increase safety along our streets. 0 M11 Ten representatives from all three transportation divisions developed this plan. It can be implemented within the current operating budget with available additional CIP funds. All signal construction commitments to the public will be maintained under this program. Our goal is to provide a more efficient and consistent program of signal construction and maintenance.
