AMENDMENT No.2
TO CITY SECRETARY CONTRACT No. 60489
WHEREAS, the City of Fort Worth (CITY) and Larry O’Flinn, (ENGINEER)
made and entered into City Secretary Contract No. 60489, (the CONTRACT)
which was administratively authorized on the 14th day of July, 2023 in the
amount of $ 75,300.00; and
WHEREAS, the CONTRACT was subsequently revised by:Amendment Number 1
in the amount of $335,600.00, which was authorized by M&C # 24-0526 on June
11, 2024; and
WHEREAS, the CONTRACT involves engineering services for the following
project:
Oak Grove Park Master Plan Phase 1, CPN 104194; and
WHEREAS, it has become necessary to execute Amendment No.2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and incorporated
herein. The cost to City for the additional design services to be performed
by Engineer totals $95,400.00. (See Attached Funding Breakdown Sheet, Page
-4-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $506,300.00.

All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Scope of Services
PROJECT DESCRIPTION
Oak Grove Park is located in southeast Fort Worth Fort Worth, just south of Everman Parkway
and east of I30. The park land was acquired by the City of Fort Worth in 2015. Oak Grove Park is
approximately acres 67.4 acres. The topography of the park is largely open sloping gently form
south to north draining toward Everman Parkway.
The Phase 1 improvements project is funded by the City of Fort Worth 2022 Bond Program,
Proposition B, at $3,000,000, and park dedication fees in the amount of $560,000 for a total
budget of $3,560,000. In addition to the City funds, the City has received a grant from Texas
Parks & Wildlife Dept. for 1,500,000, which increases the total project budget to $5,060,000.
This funding will be used for design, construction, construction inspection, materials testing and
administration. The estimated construction budget for phase 1 improvements is
The objective of this contract is to prepare Design Development and Construction Documents
for Phase 1 improvements to the park. These proposed improvements will follow the approved
“Oak Grove Community Park - Master Plan” – endorsed by the Park & Recreation Advisory
Board, February 28, 2024. The CONSULTANT will prepare the documents for improvements
representing approximately $4,400,000 in construction value.
Phase 1 improvements are anticipated to include:
Multi-purpose Trails – approximately 1.2 miles (Base Bid) and up to 2 miles (Bid
Alternates) of paved ADA accessible park trails.
Multi-use Practice Fields - including 1 soccer and 1 baseball/softball practice fields
(backstop), unlighted, non-irrigated.
Playground - including PARD standard prototype with supplemental shade features.
Picnic Facilities and other Park Furnishings - including 6 City standard Picnic Tables or
Benches, Litter Receptacles and Drinking Fountains to support park users.
Sport Court – including 2 Pickleball courts, Four Square or other children’s court games
(Base Bid), 2 Half-court Basketball courts and Sitting Area (Bid Alternate).
Paved Parking Area - to support multiple park users in the north area of the park.

Pavilions – 1 Large (40’x40’) Group Pavilion and 1 Small (24’x24’) Group Pavilion.
Security Lighting - including City standard park light fixtures.
Stormwater Drainage Improvements as may be necessary for drainage in the north
section of the park.
Services Overview
Basic Services provided by the CONSULTANT will be to provide Design Development and
Construction Documents for Phase 1 improvements to Oak Grove Park as outlined in the
approved “Oak Grove Community Park - Master Plan” – endorsed by the Park & Recreation
Advisory Board, February 28, 2024 . The plans prepared by the CONSULTANT will include
documentation for improvements of approximately $4.4 million in construction value.
Special Services provided by the CONSULTANT in this contract are anticipated to be a
Topographic & Tree Survey in the areas of the proposed improvements, Geotechnical
Investigation, and preparation of a Boundary Survey and Plat for the overall park property.
Schedule Overview
The CITY anticipates the following schedule for future completion of design, bid, and
construction phases for improvements selected from the updated master plan:

BASIC SERVICES
CONSULTANT shall be responsible for providing the following basic services for the project.
1. COORDINATION/MANAGEMENT/COMMUNICATION
CONSULTANT shall perform the following tasks:
A) KICK-OFF MEETING: Attend one (1) project kick-off meeting (two-hour duration) with
the CITY to review project scope, schedule, deliverables, status reporting,
communications, and expectations for the project.
B) PROJECT MANAGEMENT: Lead and manage the CONSULTANT and sub-consultant
design team throughout the project.
C) PROJECT COMMUNICATION: Communicate regularly by phone and email with CITY
staff.

D) PROJECT STATUS REPORTS: Provide to the CITY a one-page project status report on the
last business day of each month throughout the project.
E) PROJECT MEETINGS: Participate in meetings with CITY staff as noted specifically in each
task described below.
2.DESIGN DEVELOPMENT (50%)
CONSULTANT shall perform the following tasks:
The CONSULTANT shall prepare Design Development (50% percent construction documents)
and cost opinion documents as described below for each of the anticipated Phase 1
improvements identified in PROJECT DESCRIPTION section. Design for all improvements
shall follow current CITY design standards unless directed otherwise by CITY.
The CONSULTANT’s Design Development plans shall include, at a minimum, the following in
sheet format provided by CITY:
cover sheet
general notes sheet
summary of quantities sheet
plan sheets - as may be appropriate, and may include:
o overall site plan at approximately 1”=200’ (with enlargement
plan sheet references for the areas for improvements in this
Phase)
o tree protection fence layout
o silt fence/erosion control feature layout
o construction site temporary element layout (access, circulation,
fencing, equipment and material storage, power and water
connections, et.al.)
o demolition plans
o Grading Plans - significant grading (1-foot contours) and
drainage features
o Layout Plans - paving layout (parking, drives, trail/sidewalk
connectors, park amenities)
o playground layout
o trails layout
o practice field layout
o planting/revegetation area locations/limits
o Detail Plans – enlarged detail plans for park features like,
Pavilions, Multi-use Courts, Storm Drainage improvements,
Signage, etc.
The CONSULTANT’s Design Development plans shall be suitable for use in both 22-inch x 34-
inch (full-size) and 11 inch x 17 inch (half size) format with black and white line work.

The CONSULTANT’s Design Development opinion of probable construction cost shall be
based on the quantities indicated on the CONSULTANT’s plans and on unit prices current at
the time of the cost opinion preparation.
CONSULTANT shall, at request of CITY, transmit to CITY electronic copies of CONSULTANT
work product components including but not limited to data, photos, images, text, designs,
cost opinions, etc. for project-related use by CITY including but not limited to project
budgeting, project coordination/communication, etc.
CONSULTANT shall submit the PHASE 1 SCHEMATIC DESIGN SCOPE AND DEFINITION: Meet
with the CITY staff in person or via conference call, review Final Master Plan, cost opinion
and project program. Determine park features and elements to be designed and
documented as part of the Schematic Design process.
DESIGN DEVLOPMENT DELIVERABLES: Design Development (50% CD level) and cost
opinion documents described above. Provide CITY with three (3) hardcopies and an
electronic pdf for each format for CITY review.
PROGRESS REVIEW MEETING
The CONSULTANT shall attend one (1) meeting (two-hour duration) with the CITY to review
Design Development and cost documents and obtain CITY input and guidance prior to
proceeding with preparation of 75% Construction Documents.
3. CONSTRUCTION DOCUMENTS (75%, 95% 100%)
CONSULTANT shall perform the following tasks:
The CONSULTANT shall prepare Construction Documents (75%, 95%,100%) and cost opinion
documents as described below for each of the anticipated Phase 1 improvements identified
in PROJECT DESCRIPTION section. Design for all improvements shall follow current CITY
design standards unless directed otherwise by CITY.
The CONSULTANT’s Construction Document plans shall include, at a minimum, the following
in sheet format provided by CITY:
cover sheet
general notes sheet
summary of quantities sheet
plan sheets - as may be appropriate, and may include:
o Overall site plan at approximately 1”=120’ (with enlargement
plan sheet references for the areas for improvements in this
Phase)
o Individual Block Plan areas for the detailed improvements at
1”=30’ scale or similar
o Tree protection fence layout
o Erosion control feature layout

connectors, park amenities)
o Storm drainage improvements
o Utility plans
o Playground layout
o Trails layout
o Practice field layout
o Planting plan – trees required by the Urban Forestry permit.
o Temporary and Permanent Irrigation Plans
o Detail Plans – enlarged detail plans for park features like
Playground, Pavilions, Multi-use Courts, Trails, Storm Drainage
improvements, etc.
o Project Detail sheets – paving, parking, signage, storm drainage,
utilities, playground, pavilions, site furnishings, trails and walks,
backstops, etc.
The CONSULTANT shall prepare and submit 75% completion Construction Documents and the
75% opinion of probable costs to the CITY for review.
The CONSULTANT’s Construction Document 75% plans shall be suitable for use in both 22-
inch x 34-inch (full-size) and 11 inch x 17 inch (half size) format with black and white line work.
The CONSULTANT’s Construction Documents 75% opinion of probable construction cost
shall be based on the quantities indicated on the CONSULTANT’s plans and on unit prices
current at the time of the cost opinion preparation.
The CONSULTANT shall attend one (1) meeting (two-hour duration) with the CITY to review
the 75% Construction Documents and cost documents and obtain CITY input and guidance
prior to proceeding with preparation of the 95% level Construction Documents.
The CONSULTANT shall prepare and submit 95% completion Construction Documents, the
technical specifications, and the 95% opinion of probable costs to the CITY for review. The
CONSULTANT shall review and mark-up/edit the CITY standard PARD written specifications at
the 95% Construction Document submittal.
The CONSULTANT’s Construction Document 95% plans shall be suitable for use in both 22-
inch x 34-inch (full-size) and 11 inch x 17 inch (half size) format with black and white line work.

The CONSULTANT’s Construction Documents 95% opinion of probable construction cost
shall be based on the quantities indicated on the CONSULTANT’s plans and on unit prices
current at the time of the cost opinion preparation.
The CONSULTANT shall attend one (1) meeting (two-hour duration) with the CITY to review
the 95% Construction Documents and cost documents and obtain CITY input and guidance
prior to proceeding with preparation of the 100% level Construction Documents.
The CONSULTANT shall submit the Final Construction Documents to a Registered
Accessibility Specialist (RAS) for TDLR accessibility review. The CONSULTANT shall address
all comments from the RAS regarding the design and plans.
PRE-DEVELOPMENT MEETING: Attend one (1) Pre-Development Conference with the CITY to
discuss the proposed improvements and identify concerns, issues, and permitting/approval
requirements.
FINAL DESIGN: prepare final (100%) Construction Document plans, specifications and cost
opinion documents incorporating input from CITY review. Provide CITY with three (3)
hardcopies and an electronic pdf for each format for CITY use.
CONSULTANT shall, at request of CITY, transmit to CITY electronic copies of CONSULTANT
work product components including but not limited to data, photos, images, text, designs,
cost opinions, etc. for project-related use by CITY including but not limited to project
budgeting, project coordination/communication, etc.
4. Bid Phase Assistance
CONSULTANT shall perform the following tasks:
Attend Pre-Bid Meeting with City representative and prospective bidders.
Prepare and submit written responses to bidder RFI’s and issue any necessary addenda.
Assist the City in reviewing the Contractor’s bids and provide the City with Bid Tabulation
5. Construction Phase Assistance
CONSULTANT shall perform the following tasks:
Attend Pre-Construction Meeting with City representative and Contractor.
Attend On-Site Construction Coordination / Status meetings as requested.
Process submittal and shop drawing reviews.
Attend one (1) Final talk-through meeting.
SPECIAL SERVICES
CONSULTANT shall be responsible for providing the following special services for the project.

1. SPECIAL SERVICE - TOPOGRAPHIC SURVEY
CONSULTANT shall perform the following tasks:
A)TOPOGRAPHIC SURVEY: Conduct a topographic survey of the park area that will
encompass the locations of the proposed improvements for this contract. The
approximate area of the topographic survey will be 67.4 acres (entire property).
Survey shall include 1-foot contours, location and identification of single-trunk trees
with trunk diameter of 6 inches DBH (DBH = diameter breast height) and greater,
excluding trees within the densely vegetated 10 acre “thicket” area south of the STEM
Academy track, location/identification of surface/overhead/flagged subsurface features,
flagged utilities, and improvements. Survey will use both conventional and UAV
methods. Datum shall be tied to a benchmark or datum designated by the CITY.
CONSULTANT shall provide the survey to CITY in both AutoCAD and PDF electronic
format with both bearing the seal and signature of a Texas Registered Professional Land
Surveyor.
The following itemized surveying services are to be provided:
1. Establish horizontal control for the project by means of GPS RTK positioning. The
horizontal control will be based on the Texas State Plane Coordinate System,
NAD83 (2011), North Central Zone 4202, and referenced to the City of Fort
Worth GPS Control Network. Coordinates will be scaled to surface using
adjustment factor of 1.00012. Establish vertical control for the project by
means of GPS RTK positioning. The vertical control will be based on GPS derived
ellipsoid heights utilizing Geoid18 and adjusted to NAVD88 elevations.
2. Tie all improvements X, Y & Z (including but not limited to paving, trails, walks,
play equipment, storm drains, manholes, headwalls, lined swales/ditches,
trees). Provide flowline elevations of all sanitary sewer, storm drainage inlets
and manholes the cross the property. ASSUMPTION: City of Fort Worth will
mow all open areas before survey activities begin.
3. Prepare a final design/topographic drawing in a digital format showing all
features located in the field, one-foot interval contours and a TIN file.
Deliverables will include a digital file in dwg or dgn format containing all
features and points located in the survey, one-foot interval contours and TIN.
Other deliverables will include a copy of all field notes and drawings, a point file
of all points located in the survey and a LandXML file.
2. SPECIAL SERVICE – PLAT PREPARATION

A) Boundary Survey –
1. Research all adjoining properties and obtain copies of plats, easements and
deeds. Prepare a working sketch.
2. Locate existing property corners and establish boundary/right-of-way/easement
lines around the approximately 67.4 area park.
3. Deliverables will include a digital file in dwg or dgn format containing the final
boundary/right-of-way/easement lines.
4. All missing monumentation will be set with 5/8” iron rods with caps stamped
“GORRONDOAN & ASSOCIATES, INC.” or a survey nail with washer stamped
“GORRONDOAN & ASSOCIATES, INC.”.
B) Plat - Create a plat as a single lot subdivision per the City of Fort Worth requirements.
A)Prepare a Preliminary Plat to City of Fort Worth Standards on the approximately
67.4 acre Oak Grove Park. Address all review comments by the City of Fort Worth
for final approval.
B)Prepare a Final Plat to City of Fort Worth Standards on the approximately 67.4
acre Oak Grove Park. Address all review comments by the City of Fort Worth for
final approval.
C) Onsite Drainage Analysis –
Perform onsite drainage analysis conforming to City of Fort Worth regulations to size all
onsite drainage infrastructure in Phase One. Analysis will include predevelopment and
post development drainage area maps and runoff calculations.
D) Platting Required Civil Engineering Support Services -
Provide an overall drainage plan for the platted park property to obtain stormwater dept.
approval for platting. Coordinate with the City to receive water/sewer approval for
platting and traffic approval for platting. Prepare all required exhibits and handle all
coordination to receive the required approvals.
Through the process of platting the City may require additional engineering studies or
design that cannot be defined prior to this process. Therefore, such engineering support,
studies and design specifically required for plat approval is not included as part of this
scope of work. If the City requires additional engineering support, studies or design for
the plat, that scope will be quantified and submitted as an additional service.
2. SPECIAL SERVICE – GEOTECHNICAL ENGINEERING
The CONSULTANT shall provide geotechnical investigation and engineering services for
the areas of work under this scope of services. The geotechnical engineering will
include: soil borings to determine existing conditions. The depth of each boring will be

as necessary to provide soil information for the anticipated improvements; engineering
recommendations for pavement, structure foundations, etc. as required by the design
engineers specifically for the improvements within this scope of work.
CLARIFICATIONS AND EXCLUSIONS
Services and work products by CONSULTANT beyond those specifically described above are
not included in the project unless mutually agreed to by CITY and CONSULTANT in writing
prior to performance of such services.
SUBSURFACE UTILITY ENGINEERING (SUE) – A formal Subsurface Utility Engineering Level B
and Level A is excluded from this scope of work. The topographic survey shall locate all
existing surface visible utilities, as well as all flagged subsurface utilities – as flagged by Texas
811. Additional water, sewer and stormwater infrastructure, made available to the
CONSULTANT in the form of record drawings, will be included/shown on the topographic
survey.

Lump Sum Project
Compensation
The CONSULTANT shall be compensated a total lump sum fee of $95,400
(Ninety-Five Thousand, Four Hundred Dollars and No Cents) summarized in
Exhibit B-1 – CONSULTANT Invoice and Section IV – Summary of Total Project
Fees. The total lump sum fee shall be considered full compensation for the
services described in Attachment A, including all labor materials, supplies, and
equipment necessary to deliver the services.
The CONSULTANT shall be paid monthly payments as described in Section II
-Method of Payment.

II. Method of Payment
A. Partial payment shall be made to the CONSULTANT monthly upon City’s approval
of an invoice prepared and submitted by the CONSULTANT in the format and
including content as presented in Exhibit B-1, Progress Reports as required in item
III. of this Attachment B, and Schedule as required in Attachment D to this
Agreement.
B. The estimated current physical percent complete as required on the invoice shall
be calculated from the progress schedule as required in Attachment D to this
Standard Agreement and according to the current version of the City of Fort
Worth’s Schedule Guidance Document.
C. The cumulative sum of such monthly partial fee payments shall not exceed the
total current project budget including all approved Amendments.
D. Each invoice shall be verified as to its accuracy and compliance with the terms of
this Agreement by an officer of the CONSULTANT.
III. Progress Reports
A. The CONSULTANT shall prepare and submit to the designated representative of
the Park & Recreation Department monthly progress reports and schedules in the
format required by the City.
