The City of Fort Worth provides wastewater service to the Downtown Central Business District (CBD) through a network of deep sewer collection systems. The deep sewers were installed in the early 1900's in hand-mined tunnels underneath streets. The tunnel sewer depth is generally in excess of 30 feet in order to serve the basements of major downtown buildings. On February 20, 1999, the Water Department received a complaint of sewage backup into the basement of the Worthington Hotel. Initial investigation revealed a blockage in Sanitary Sewer Main D102 located in West First Street, between Houston Street and Commerce Street. The Water Department Forces were unsuccessful in removing the blockage in this tunnel sewer. Temporary by-pass pumping equipment was set up in order to restore wastewater service to the affected business. Subsequent investigation confirmed that a section of the tunnel and Main D102 sewer line has collapsed. Due to the depth and location of the collapsed section, personnel with tunnel expertise and specialized equipment are required to restore the tunnel and perform point repairs to the pipe. The Water Department and the Engineering Department consulted the Department of Law to obtain repairs under emergency procurement in order to protect the health and safety of citizens. An engineering consultant, Black & Veatch has been retained to provide technical assistance and coordination for the duration of repair. Black & Veatch had previously provided construction management and engineering services for the 96" West Fork tunnel sewer project and the 24" Commerce Street tunnel sewer project in the downtown CBD. Southland Contracting, Inc. has been employed to maintain 24-hour bypass pumping, perform repairs and conduct additional exploratory drillings to ascertain the condition of tunnel and Main D102. Formal M&Cs will be submitted to the City Council requesting approval of these contracts. Upon completion of the tunnel sewer repairs, a new engineering agreement and a construction contract will be submitted for consideration by the Council to completely rehabilitate this sewer. Bob Terrell City Manager I ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS DRAFT crrYO' IF FORT WORTH PERSONNEL REGULATIONS SUBJECT: POLICE ASSOCIATION LEAVE 1.0 Purpose: This regulation establishes the policy regarding [tic creation or all Association Icave Pool as it pertains to certain employees being allowed leave with pay (o engage in Fort Worth Police Officers Association (hereinafter called "Association") -related activities. 2.0 Departments Affected: The Police Department. 3.0 folicy: Police Department employees shall be allowed the opportunity to take time Orr wall pal, using credited time deposited in an Association Leave Pool, to perform Association business, attend Association incetings or functions, attend Association-related seminars and conferences, assist other employees s of (lie Department at disciplinary hearings, grievances, or on other job- related matters, or to attend meetings or hearings during a session or the Texas Legislature. 4.0 Procedures/Rules: 4.1 Creation of Pool. The City Manager sliall snake appropriate arrangements for the creation of an Association Leave Pool which will accommodate the policies and procedures herein. 4.2 Express Contributions to Pool. Within thirty (30) days of the enactment or this policy, and during the month of January in each year thereafter, (lie City shall allow employees of the Police Department who have at least three (3) hours or accrued Vacation time to complete and file a written forni requesting that the City deduct from the said employee's credited Vacation time and credit (lie time deducted to a pool known as the Association Leave Pool. Contributions are non-revocable. 4.3 Automatic Contributions to Pool. Requests for leave under this policy shall be Wrote in writing, by the Association's President to the Chief of the Police Department (or the Chiefs designee). The Association President shall annually submit to the Chief of Police a list of the names of thirteen (13) Police Department employees who shall have (he right to use hours from the Association Leave fool with a minimum notice of twenty-four (24) hours. The list of employees eligible for expedited use of Association Leave may be amended no more than once each calendar quarter. All others using Association Leave shall be required to submit a leave request no less than five (5) calendar days in advance of the anticipated date of leave, and.oWain the written approval of the Association's President. 4.S Granting of -Association Leave. Such requests for use of Association Leave shall be granted by the Chief of Police (or (lie Cliief s designee), except in the case of emergencies. An emergency is an unexpected happening or event or unforeseen situation of crisis that calls for immediate action and requires the Chief of Police (o order the Association President or other employees to report to work. - 4.G Notice to EniWoyee's Supervisor. No employee, oii account of using Association heave Pool time, sliall lose any rights or benefits that would normally accrue to the said employee, such as, but not limited to, .seniority.
