Nxii Subject: TEA-21 CALL FOR PROJECTS
The North Central Texas Council of Governments (NCTCOG) has issued a "Call for
Projects" for the Transportation Equity Act for the 21st Century (TEA-21). The list of
projects must be submitted with candidate projects to NCTCOG by May.14". The TEA-21
bill is a major funding source for transportation projects that will be implemented between
Fiscal Years 2000 through 2006. The major funding programs consist of the Surface
Transportation Program — Metropolitan Mobility (STP-MM) and Congestion Mitigation and
Air Quality (CMAQ) Program.
Any submitted project that is subsequently approved for federal funding will require City
cost participation. It should be noted that state and federal funds have previously been
approved for East Rosedale Street for the sections from IH-35W to US287 and from
Bishop Street to Miller Avenue; however, there is currently no local funding match. Most
of the new projects may not be programmed prior to a new bond program.
We have previously submitted lists of projects by council districts. TPW staff has
discussed these projects with most council members and received comments as well as
additional projects to be considered. A list of all of the possible projects was prepared and
evaluated by staff in light of the total funding available in each category:
STP-MM = $51 million
CMAQ = $17.7 million
The attached list was presented to the Facilities and Infrastructure Committee on April 13,
for its review. These are the projects that we recommend for your consideration. Since
this is a new list of projects, this matter is being placed on the Pre-Council Agenda for
discussion and will be brought back the following week for your action.
If you have questions related to projects which were deleted, added or modified, or if you
would like to add a project, this can be discussed at the meeting. I would be glad to sit
down with you to discuss the proposed submission.
