HomeMy WebLinkAboutOrdinance 18711-07-2009Ordinance No. 18711-07-2009 AN ORDINANCE INCREASING, ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUN7 OF $3,377,004.00, UPON RECEIPT OF A GRANT FROM THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF FUNDING THE LEAD-BASED PAINT HAZARDS CONTROL GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE: MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of 53,377,000.00, upon receipt of a grant from the United States Department of Housing and Urban Development; for the purpose of funding the Lead-Based Paint Hazards Control Grant Program. SECTION 2. That should any portion, section or part of a section of this ordinance tae declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions.. sections.. or parts of sections of this ordinance, which said remaining provisions shall be and remain in fu0 force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances tivhere the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ardinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund by up to $3,377,000.00 subject to receipt of the grant; 4. Certify that the activities to be funded with the grant are consistent with the City's Consolidated Pian; and 5. Lc~;naiii~+: t,t iiFslft° Yt)Ur) Pale 1 c+t`' Housing is generally made lead-safe through use of interim controls, acost-effective treatment consisting of encapsulation of lead-paint surfaces and replacement of components such as doors and windows which have friction surfaces that can create lead dust. The average cost of treating homes in the City has been approximately $8,500.00 per uni#. The Housing and Economic Development Department is requesting autharizatian to applying for an additional X3,070,000.00 grant, to be implemented over a three year period, to continue the ALERT program for the period from November 1, 2009, to October 31, 2412. City administrative costs associated with implementation of the program are limited to 10 percent of the grant. The i_BPHC grant requires a 10 percent match which will be met with funds from the City's General Fund. Addition funds will be leveraged from the Emergency Repair Program, Home Improvement and Cowtown Brush Up Programs funded with CDBG and the Weatherization Program that is funded with TDHCA grants, for the period from November 1, 2009, to October 31, 2012. The Housing and Economic Development Department will collaborate with the Tarrant County Public Health Department, the Fort Worth Housing Authority, area non-profit and community-based organizations and other relevant entities to ensure that appropriate outreach is conducted among aiI at-risk populations and neighborhoods.
