(ENGINEER) made and entered into City Secretary Contract No. 58562, (the CONTRACT) which was authorized by M&C on the 29th day of November, 2022 in the amount of $ 600,000; WHEREAS, the CONTRACT involves engineering services for the following project: Storm Drain Condition Assessment Services, CPN 104487, as part of FY25 renewal No. 2 in the amount of $600,000; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $363,000. (See Attached Funding Breakdown Sheet, Page -3-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $2,163,000. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. DISCUSSION: On November 29, 2022, the City of Fort Worth authorized a professional service agreement in the amount of $600,000.00 with HalffAssociates, Inc., (M&C 22-1012 City Secretary Contract No. 58562) for the condition assessment of storm drain systems citywide. The M&C provided for two optional renewals under the same terms and conditions. The contract was renewed on October 13, 2023 (CSC-58562-R1) and on December 6, 2024 (CSC-58562-R2). This amendment, in the amount of $363,000.00 is for additional services to add scope to make the current Storm Drain Rehab Tracker (Tracker) more efficient. The Tracker is an Environmental Systems Research Institute, Inc. (ESRI) Geographic Information System (GIS�based platForm used daily by the City and consultant team to manage the Closed-Circuit Television (CCN) condition assessment data of the roughly 1,000 miles of city-owned drainage pipe system and track prioritized rehabilitation needs. The new work efforts covered under this amendment include: - New web platform development, data migration, and 1-year licensing and maintenance for the Tracker at $15,000.00. - Post-processing of CCTV inspection data collected internally by Stormwater Field Operations (max 15 miles) at $104,000.00. - Post-processing for legacy reactive CCTV inspection data from Fiscal Year 19-Fiscal Year 24 (max 33 miles) at $196,000.00. - Post-processing for Fiscal Year 25 reactive CCTV inspection data (max 8 miles) at $48,000.00. The web platForm update is needed to modify the GIS layers and remove the redundancies on the current Tracker. Also, currently, staff utilizes the same account login details to access the Tracker. ESRI is now requiring individual accounts so the cost of these accounts is now included under the licensing fee, along with data migration of the Tracker to Ciry's GIS platform. This contract amendment will not result in any additional annual operating cost for the Transportation and Public Works (TPW) Stormwater Management Division. Funding is budgeted in the Stormwater Capital Projects Fund for the TPW Dept Highway & Streets DepartmenYs for the purpose of funding the Storm Drain Pipe Rehab project, as appropriated. Business Equity Office: Halff Associates, Inc. agrees to maintain its initial M/WBE commitment of 5% that it made on the original agreement and extend and maintain that same M/WBE commitment of 5% to this first amendment. Therefore Halff Associates, Inc. remains in compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its company. The project is located in ALL COUNCIL DISTRICTS. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Stormwater Capital Projects Fund for the Storm Drain Pipe Rehab project to support the approval of the above recommendation and execution of the amendment. Prior to any expenditure being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds.
