EUGENE MCCRAY COMMUNITY CENTER SITE SELECTION
On February 7, 1998 voters approved the 1998 Capital Improvement Program which included
Proposition Three —Parks and Community Services Projects. The second largest project within
Proposition Three was the Southeast Community Center at a funding level of$1,495,724. The
description of this project was as follows:
Develop New Community Center—Community Centers are intended to serve a number
of neighborhoods and provide a variety of indoor recreation and community service
programs and activities. Typical community center facilities include gymnasiums,
activity areas and meeting rooms.
On July 28, 1998, the City Council received Informal Report No. 8147 titled "Recommended
Implementation Plan for 1998 C.I.P. Bond Program". Within this report, the Southeast
Community Center was broken into three phases during the C.I.P.'s first three years. The
phases, funding and proposed activity for the Community Center are as follows:

On September 8, 1998, the City Council approved Council Policy No. 204 naming the proposed
Southeast Community Center the "Eugene McCray Community Center"
On November 16, 1998, a Community Forum and Update for the Southeastern Section of
District 5 was held by Councilmember Frank Moss at the Golden Gate Church of God in Christ.
A presentation of possible sites for the Eugene McCray Community Center was made by the
Parks and Community Services Department (PACSD). From this forum, a Citizens Advisory
Committee on the site selection was formed. This eleven-member committee agreed to review
possible sites and make a recommendation to the Community Forum.
On January 23, February 10 and March 6, 1999 the Citizens Advisory committee held meetings
to tour the sites and formulate their recommendation. On May 3, 1999, a Community Forum
was held at the Village Creek Park. The Citizens Advisory Committee recommended a non-city
owned property at the southwest comer of Village Creek Road and Wilbarger Street as the first

choice and Village Creek Park as the second choice. The Community Forum recommended
and passed by vote, that the non-city owned property should be the only site for consideration.
On May 25, 1999 the Parks and Community Services Advisory Board approved a motion to
site the proposed community center on the non-city owned property at the southwest comer of
Village Creek Road and Wilbarger Street. Their recommendation included the statement that
"other funds should be identified to purchase the subject tract. Should funding not be available
then a portion of the appropriated community center funds in the 1998 C.I.P. should be
utilized."
Staff recommends moving forward with the acquisition of the preferred non-city owned
property. It has been determine that three acres would be necessary to accommodate the
building, parking area and buffer space. The acquisition cost for the subject property would be
funded with the 1998 C.I.P. funds allocated for this project.
Staff will move forward with the acquisition process unless directed otherwise. Should you
